You can get the components for free by doing the quests, which is the reason the minimum skill is higher than trivial. Otherwise, you'd be able to skill for free, all the way to 300. The minimum skill is around 20% higher than the trivial, probably close to 218 for a minimum. See any Poison Master for the quests: https://everquest.allakhazam.com/search.html?q=poison+master

Presumably there's a minimum skill level required to make this.
I am a lvl 56 rogue and still cannot make this potion. So what is the lvl to make it?

I think you have to be level 55 to make this one, it doesn't matter if your trade skill level is high enough if you are not high enough level. =/ I figured that out the hard way.
