Ergrez will make you a pair of cougarskin Boots if you bring him a Medium Quality Cougarskin and 2 Cutting Shells. The skin is a random drop from various snow cougars, including named, in the Eastern Wastes and Iceclad Ocean. Cutting Shells are a ground spawn in the water in Cobalt Scar.

Rabid Cougar from Lost Map quest (for the eyepatch) dropped the skin for me today

I verified this both with Multi-quest for my BL and quest for me. only one shell and one MQ Cougarskin. He gives the other one back with standard "I have no use for this item, you can have it back."
Also, to verify other posts, the shells are all over the sea bed in CS - 5 min = 4 shells.

what to do to get the cutting shells..........
Dont forage, it takes too long.
Got to Cobalt Scar, Then u need an enduring breath and a camo of a friendly druid, or an eb item and camo yourself. Go to the othmir camp on the beach, invis !! and dive in.........
Nothing under water will see through invis, just make sure invis holds on.........
Cutting Shells are random drops on the ground. Looking like black stones.
I got 5 in 10 minutes, not to difficult at all.
Then go back to Iceclad and get your Med Q cougar pelt (no drop).
Turn 2 cutting shells and 1 Med Q cougarskin in (NPC Ergrez) and u ll get your boots.

Ergrez Shortpaw is located within one of the huts (Iglo's) in the Icepaw Gnoll Camp in Iceclad Ocean :-)

You only need one skin. I did this about a week ago to twink my 15 bard. I used one skin and two shells, and got the boots. I promise :)

Easy. Have the high lvl get and turn in the shells. Have the low character turn in the skin. Multi-quests are nice. ;)

Now how can his low level turn the skins as he's only lvl 15 and skins are no drop ? :p
Gee, Yogi - perhaps he had that SAME high level that got the shells kill cougars untill the skin dropped, then he looted it... The ranger isn't gonna like that..

I just completed this quest and used the "recipies" the others have posted. I think Verant changed the formula. I turned in 2 cutting shells and 2 med quality cougarskin pelts and got TWO pairs of boots. Too bad I can't do anything with the other pair =P
BTW, I did the entire transaction with Ergrez in superior camo, so I dont know what the faction requiremnts are. I did not hail him, simply walked up in camo and handed him the ingredients. I got the "tailoring" message (twice) and that was it. 2 pairs of boots in inventory.
Too bad I had to die to get them... hehe - wound up in a fight with one of those haunted seachests when I was searching for cutting shells near the wreck in the center of the lagoon (and yes you don't forage them - the look like reddish gems just sitting on the lagoon floor around that center shipwreck). Camo drops at such inappropriate moments =P When I brought the battle onshore I was kited on. Such is Cobalt Scars, new zone same problem - watch your back =)

i just did this one. you have to get two of the med qual cougar skins and 2 cutting shells and give them to ergrez shortpaw. he wont answer when you hail him, but dont worry - he still gives the boots. the shells i found by the sunken ship. the hard part was getting the key in skyshrine. i asked a steps of the Royal Norrathian Guard and he helped me. (that guild rocks!) to get the key go to the right once you are in there and whisper is a named drake. he has the key. good luck.

"25 people have rated this quest" ... "Not so good" is the average of their opinions. Besides, it is not the boots that have been rated, it is the quest as a whole.

What is this about two pelts. Isn't the pelt a Lore item? If you have one you can get another. Right?

I tried this quest after receiving my cougar mask. I took the long walk to cobalt scar and went swimming. I found both of the shells by a sunken boat. Took a bit because there were other things that looked like the shells but weren't the shells. I was lucky enough to get a port back to iceclad and handed him the 2 shells and 2 pelts and got nothing. No response. No corny response from him for receiveing them. Nothing. I petitioned and the gm wasn't very helpful.
So this is a warning. Im not sure this quest is working properly. Also, just because you get the mask doesn't mean you will get the boots.

Does anyone know if the cutting shells can be multiquested with this? turn in the shells and have the person who wants to complete the quest turn in the pelts? Just curious.

i have also found the skinning stones as a ground spawn by the rygorr fort. have seen it twice there in the Valley to the left of Ent to Rygorr fort....just thought i'd let you guys know...
didn't do a /loc so i dont know if they 2 found in the same area was just coincidence or not.

Skinning stones are a random ground spawn in EW, but those are used in the dire wolf fur cloak quest, not the cougarskin boots quest.
what you're looking for here is "cutting shells," a random groundspawn underwater in CS.

THIS IS VERY IMPORTANT: what merrikat here is saying is absolutly true...i just spent more time than i care to mention gathering 'cutting stones'<(--useless! for this quest anyway, (btw here are the locs of all the spots i found these stupid STONES: -2386,-116/-5430,-243/-5196,-150/-6578,+1035) Beware of waisting time gathering these Stones if your doing the cougar skin quest!!!

I just did it at 34th but needed to wait at zone and help others looking for the key to colbalt scar. You cannot solo wisperwing at 37th.

I found cutting shells at the bottom of the ocean in Cobalt scar. They show up red on the ground like dropped foraged velium

Ergrez sez he wants two of everything he needs- to help make the Snowfangs strong again. So, two of each item for any of these.

The cutting shells are actually found on the sea bed in Cobalt Scar. Swim around with Enduring Breath and some form of Invisibility to find them.

Not one, but two medium quality cougar skins. One will get you nothing.
