I've been unable to do this quest at amiably with Eldritch Collective... maybe it needs Kindly?

You need Kindly (or better) faction with Larkon (Eldritch Collective) to complete this quest. You say, 'Hail, Larkon Theardor' Larkon Theardor says 'Greetings! Welcome to the Library of Mechanimagica. You must be a [current member of the Library] or has my [mind begun to slip]?' You say, 'I am a current member of the Library.' Larkon Theardor says 'Good. The last thing a member of the Eldritch Collective needs is to lose his mind. Look what happened to Meldrath. Enough chitchat. I am Larkon and it is not my job to teach you. It is my job to direct you to service. We require items and such to complete our studies. We need someone of moderate skill to [gather minotaur horns] and [collect basilisk tongues].' if it ever was reversed for faction hits on the dead, it isnt now. I was max with the dead and every hand-in of basilisk tongues showed that it was lowered. when i went back to the dead npcs to see what happened, i had to do tasks to re-max.

For anyone who wants to know, this quest also raises faction with 'the dead' (neriak necros). Even tho it says gets worse, it actually gets better. I made 200 turn ins, to raise it from threaten to amiable, and my faction with neriak necros went from amiable to ally.
This is 1 of 2 such factions I found that was wrong. 'untested'

I was able to get 8 tongues in less then 15 mins from the basilsks in Rath Mountains.
Yuo can get a ton of tongues in kaladim

What building is that dude in, or is he even in a building??
When I went first to the library mechamagica and conned Mr. Theardor he looked indifferently. He talked about the Mino Horns I should bring him. Did so (about every 10-15 mino has a horn and they aren't that easy to fight at lvl 10) and gave him 2 horns. After that he looked at me... indifferently. Thought that doesn't matter and gave him 4 Tongues. (Because I got exp for the horns) What to say... Tongues ware away and no exp, just the info that I should go an hunt more mino's.
Not that easy to raise the faction... :(

Doing this quest quite a few times, I got the level 8 Fire pet, shock of blades, gate, true north and summon bandages (maybe also the level 8 bolt spell, not sure about that one).
But I get a spell *every* time (not sometimes). They are always magician spells (although not always magician only) and they can be level 1 to 8. But I am willing to bet that there are only a handfull that he will give out (i.e., not *any* level 1-8 magician spell). I did this quest and got a lot of repeat spells, but so far I have only heard Shield of Fire, Elementaling: Air and Reclaim energy as spells I didn't get from other postings...

At level 8 I got a little more than 2 and a half blue bubbles for doing this each time. I recieved Elementaling: Fire (level 8 pet) and gate. I already had gate, but the Fire pet was a 4.5pp spell.

I was able to complete this quest as a level 8/9 mage on the Firiona Vie (RP) server. I killed the basilisks with my air pet at level 8 and turned in the tongues at level 9. I received a level 1 "Reclaim Energy" mage spell for doing so.

You can find them on the low land basilisk in Butcher Block

In order to complete this quest, you need slightly BETTER than amiable faction with the Library Mechamagica. Be sure to ask Larkon about the tongues before giving them to him. The experience reward is pretty good on this quest around level 10.

As a High Elf Enchanter I had to Illusion: Gnome and Alliance to even get the quest; Larkon wanted me to go get Mino Horns first. Got a Gate Spell, some money, and about 1 blue bub of xp at level 19! Finding basilisks, let alone ones with tongues, took a lot longer than 2 hours.

At 10th level I received approximately 2.2 blue bubbles per set of 4 tongues. Received the spells Elementalkin Air and Shield of Fire
