Dark Reign: Scales of Justice

It is a group mission (3-6 players) that begins with Celrak Blightblood (click for map image) in the Dark Reign camp of the Lavastorm Mountains. Pre-requisites for requesting: - Minimum Level 59 - Minimum "kindly" faction with Dark Reign Hail him to get a quest selection window pop-up. You have been assigned the task 'Scales of Justice'. The Norrath's Keepers camp has been bribing a goblin in the temple in hopes of earning its trust. We don't want them forming any favorable relationship, so you must work your way into the temple and give the goblin this food. Approach slowly and carefully, so he will not see you as a threat. Then and only then, give him the koi food. Be wary though, as many in the temple will try to stop you but do not let them keep you from giving the goblin this food. Note: This group mission scales to your group's level. The highest is 68+, outlined here. Whoever requests the task receives a "Small sack of Koi Food". 
Touch the portal to Stillmoon Temple 0/1 (The Broodlands) The entrance will be marked on your compass (entered in the north-central part of the Broodlands, near the non-instanced entrance to Stillmoon Temple). Deliver 1 Small sack of Koi Food to Goblin Koi Master 0/1 (Stillmoon Temple) "a Stillmoon koi master" is located at the far west of the zone, next to the pond. Kill trash until you get to him, then hand in the sack of food. Approaching "a Stillmoon koi master" from the north along the wall triggers all 3 mobs from the gazebo in the middle of the pond to attack: a Stillmoon loremaster levels its dark eyes toward you, lowering its head and charging. a Stillmoon teacher gallops with its head squared directly at its opponent. a Stillmoon watcher says 'You should not have come to wage war in my territory.' Three mobs spawn and "a drake usurper" steals the Small sack of Koi Food from "a Stillmoon koi master" while 2x "a drake conspirator" attack him specifically. After defending the koi master, the task updates and you see: a Stillmoon koi master says 'You let him get away with my precious gift! Quickly, find him before he is able to escape the temple walls! Wounded as he was, he could not have gotten far away.' Kill 1 Drake usurper 0/1 (Stillmoon Temple) "a drake usurper" has now moved to a different location. Where it is, will be random. It will be in one of the side rooms in either the water temple or the koi garden directly to its east. a drake usurper has been slain by _____! Loot 1 Torn bag of Koi Food from Drake usurper 0/1 (Stillmoon Temple) Deliver 1 Torn bag of Koi Food to Goblin Koi Master 0/1 (Stillmoon Temple) a Stillmoon koi master says 'Ah, very good. Thank you for returning my gift. I shall use it to create the most beautiful koi the world has ever seen! Perhaps outsiders aren't worthless after all.'
