Keep killed the sporadic stormriders in instances and Pherlondien Clawpike mobs never spawn.

Plane of Air Event: Avatar of Wind

This is a triggered raid event in Eryslai, the Kingdom of Wind (the Plane of Air). It is one of four parts involved in keying oneself to Xegony's island.
The Avatar of Wind can only be spawned if "an apparition of wind" is up in the Temple of Wind (the apparition is trackable, untargetable, and unkillable). 
The Stormriders First, you'll need to head to the Stormrider Isle and kill all the stormrider mobs there. Doing so spawns a "Stormrider Priest of Destruction". Kill the "Stormrider Priest of Destruction" to spawn 3x "a sporadic stormrider". Kill 3x "a sporadic stormrider" to spawn 5x "Pherlondien Clawpike". One of these 'versions' of him is the real one (it will be larger and hit harder than the others, which don't leave corpses). It drops one loot item and sometimes a spell: Band of Fortitude Crow Footed Lance Glyphed Rune Word Spectral Parchment Note: If you get a PH mob instead of the named at the end of this ring event, it means the Avatar isn't spawnable at this time (either it hasn't yet respawned after having been killed, or it's been very recently failed). Avatar of Wind Upon Pherlondien Clawpike's death, the Avatar of Wind spawns inside the Temple of Wind. You have 45 minutes before it despawns. Avatar of Wind shouts 'I will certainly make sure that no mortal is allowed to defile this sacred realm!' The Avatar of wind hits for a max ~2,000; single-target rampages; mem blurs itself; AEs "Lure of the Storm"; and procs "Tornado": Lure of the Storm: PB AE 100', Magic (-250) 2: Cancel Magic (9) 3: Decrease HP when cast by 800 4: SpinStun Tornado: Single Target, Magic (-100) 1: Stun (0.50 sec) 2: Decrease Hitpoints by 200 per tick Loot from the Avatar includes 5x "Mystical Essence of Wind" (key item) + 1 loot item (first list) + 1 armor mold (second list) + 4 spells (third list): Air Fetish Ensorcelled Metalcloth Cape Fine Hammered Faceguard Elemental Bracer Mold Elemental Chain Bracelet Pattern Elemental Leather Wrist Pattern Elemental Silk Bracelet Pattern Glyphed Rune Word Spectral Parchment | ||||||||||||||||||||||||||||||||||||||||||

I was able to do it today by clearing things slowly and waiting about 30 seconds between pulls.
After killing the Priest of Destruction, only two sporadics spawned right away, but the third spawned after about a minute. After I killed that one, the Pherlondiens spawned, and the third one I killed was the real one. And then the Avatar of Wind spawned and all was good.
