Gehna Solbenya can be found inside the Knights of Thunder building in South Qeynos. Requires amiable faction with the Knights of Thunder.
You say, 'Hail, Gehna Solbenya' Gehna Solbenya says 'Greetings and blessings to you. Karana offers you his protection and guidance. All who accept the offer shall find safe haven within our Temple of Thunder. If you are a cleric of Karana, you must have a [desire to serve Karana]'s flock.' You say, 'I desire to serve Karana's flock' Gehna Solbenya says 'If you are a young acolyte, you may [deliver blessings to the flock] and if you are a skilled cleric, we need you to [hunt bandit binders].' You say, 'I will deliver blessings to the flock' Gehna Solbenya says 'Then go to the Plains of Karana. It is there that the blessings are needed. Ask every resident of the plains if they are followers of Karana. If they are, then ask them if they [require Karana's blessings]. Let them drink from this temple chalice. Return the empty chalice to me and you shall never go thirsty again.' Head to the Western Plains of Karana and find Minda. She's at a farm house along the southern boundary of the zone (#15 on EQAtlas map). (Note: This may work with other NPCs, Tukk in particular. Just ask if they are a follower of Karana first.) You say, 'Hail, Minda' Minda says 'Hello. Nice to make your acquaintance. Be careful in the plains. There are many creatures. Just stay close to the guard towers.' You say, 'Are you a follower of Karana?' Minda says 'Yes. I am a follower of Karana, the Rainkeeper. It is He who keeps the plains fertile.' Hand her the Full Chalice: Minda says 'May the Rainkeeper keep you safe. I thank you. Here is the empty chalice. By the way, inform your superior that the operations of the [Karana bandits] are getting closer to Qeynos.' Your faction standing with Karana Residents has been adjusted by 5. Your faction standing with Guards of Qeynos has been adjusted by 1. Your faction standing with Priests of Life has been adjusted by 1. Your faction standing with Knights of Thunder has been adjusted by 1. You gain experience!! Receive Empty Chalice, and upon handing it to Gehna back in Qeynos: Gehna Solbenya says 'You have done a good service for the flock of Karana. Need amiable with Knights of Thunder to get this quests.
"Study the words upon this scroll and soon Karana shall keep you from thirst." would seem to imply that the spell scroll you're supposed to receive is Summon Drink.
If you were me and I were you, would we still be friends?
I just did this quest and it completed but I did not get any spell.

This quest also works if you ask Anderia as well. She is located at a farm on the southern border in the middle.

More than likely I would think the "never be thirsty again" comment is a play on a Biblical story. Essentially that Karana will quench your thirst for faith. Who knows for sure, but the comment is really close to a story in Jeremiah.

I have done the quest twice now and I'm still thirsty. Is the "you will never thirst again promise an empty one? On the plus side I got two different lv 9 spells which as a pali I was soon able to use.

When you hail the Quest NPC, she says something about Never going thirsty again if you bring her back the empty flask. Whats that all about?

This is a good quest to do at the same time as the Temple Blanket Quest. They both start in the same area of Qeynos South and you can deliver both items to the same farm in WK (loc -3705, -9287, # 23 an eqatlas map). Give the blanket to the person in one of the farm houses and the mug to the other farm house. Double the faction in 1 trip.

When you pass into WK from QH, turn left and you will see three houses/stores. In the first one, there is a guy (Old something or other, I forget his name) and when you hail him and ask "would you like the blessings of Karana" he will say something to the effects of "there is nothing that would please me more than to drink of the blessings of Karana". You give him the mug, he drinks the whole thing *glug* and gives it back to you. You get +exp for this.
Then take the chalice (looks like a white stein actually) back to Gehna and give it back to her. She will give +exp, coin, and a cleric spell of varying levels. If you are not a cleric, sell the spell or be nice and give it to somebody!
I do this quest every time I know I will be travelling through Karana, and expect to return to Qey eventually. The side track off the trail takes less than 2 minutes.

I got a lvl 55 spell scroll - Divine Aura (or something of the sort)... since i just made 12, i'll have to wait a bit to use it... :)

I got a level 9 cleric spell Flash of Light and a tatterd note that reads The Storm is coming.. What do I do with the note?

You can give the note to Drosco Finlayer (now a zombie) in the Qeynos Catacombs. He should spawn in area 7 on the EQAtlas map.
