Genda went to work quickly with the parts you brought her. Perhaps too quickly. The censer nearly exploded in a cloud of pleasant smoke, which did overwhelm the terrible smells, but only for a short while.
Scent of Marr can also be gotten from one of the poison merchants in PoK as well.

This is a pre-launch task leading up to the Veil of Alaris expansion and is expected to be available throughout the pre-launch events leading up to the Veil of Alaris expansion (through November 14). It begins with a gnome named Genda Minyte in the Steamfont Mountains. She's found at location -1100, -1390 in the far southeastern part of the Steamfont Mountains. You say, 'Hail, Genda Minyte' Genda Minyte says 'Hello. I once loved to come out and gaze at the sky. It truly is beautiful. But now the smell out here is so terrible! I can't stand it. Not that it's better inside. If only someone would [talk] to the foreman for me and convince her to move the smelly stuff to another location.' You say, 'Talk to the foreman?' Genda Minyte says 'We love to come out and look at the sky at night. But the smells created by all the work is making me feel sick. I understand the we need to build this... thing. But why here? Why on my doorstep? There is a reason why we moved out here, after all. I don't suppose you can find some way to [help] us out?' You have been assigned the task 'Smells Like Ick'. Genda is very upset. The smell from all the work going on around her house is making her feel ill. She had a few ideas about how this problem might be made to go away. Genda, being a gnome, wants you to help her make a device to counter the smells. To do this, she has given you a list of ingredients. The first item is the Scent of Marr. This, she hopes, will overpower the stink of the oil and burning metal. The second item Genda needs is some Swirling Vapor. This will mix with the Scent of Marr and keep it active and moving. She also needs something to keep the ingredients in. She rather likes the look of the censors that she has seen used in some dragon worship cults. She asked you to see if you can find one of those for her. Speak with Chief Foreman Salli 0/1 (Steamfont Mountains) Chief Foreman Salli is found nearby at -1200, -1275. You say, 'Hail, Chief Foreman Salli' Chief Foreman Salli says 'I wish I could help. Genda has mentioned this concern to me before. I'll have to give you the same response I gave her. I can't. Everything is critical at this point. I could move a few of the miscellaneous pieces, but not the important machinery, which is what generates the smells that she doesn't like. Personally, I love the smell of grease and burning copper.' Speak with Genda 0/1 (Steamfont Mountains) You say, 'Hail, Genda Minyte' Genda Minyte says 'That is unfortunate. She is a stubborn and, if I can be so bold, insensitive woman. I do have another idea. Perhaps you could find some items for me. I have in mind an idea to construct a device to at least mask the stink.' Collect 1 The Scent of Marr(s) 0/1 (ALL) You can buy The Scent of Marr from research vendors in many places. One such vendor is Sansus Rasumus in the Plane of Knowledge (findable with CTRL+F; near the small bank). Collect 1 Swirling Vapor(s) 0/1 (ALL) The Swirling Vapor is known to drop from dervish-style mobs in the Buried Sea and Serpent's Spine (Ashengate; Katta Castrum; Thalassius; Jewel of Atiiki). Get a Dragon Censor 0/1 (Stillmoon Temple) This updates randomly as you kill statues in Stillmoon Temple. It's not an actual item drop. Speak with Genda 0/1 (Steamfont Mountains) Genda Minyte says 'Thank you so much for the Dragon Censer! This is beautiful and useful.' This can be vendor purchased. Any reason a vendor purchased Scent of Marr wouldn't work?
If you purchased it before you received the task it won't work. I have a stack of them on me. Once I get the task I find a remote spot and drop it on the ground. When I pick it up the task updates.

For the collect steps, it usually works to hand the items to the NPC before you get the "collect" update. The NPC will give them back to you, which will credit you with the "collect" step. Easier and safer than dropping your quest items on the ground in a busy area :) I do this all the time for the 2nd - 7th steps of "Dark Skies" where you need to collect and then hand in three items to Salli.

Vendor purchased Scent of Marr works. I did the quest once before the NPC was taken down and used the vendor version fine. The swirling vapor is the pita. It's like a 5% drop and the mobs that drop it are usually (always?) mixed in with other kinds. And they're old enough to not give you any real exp for farming them, but new enough to not be able to just curbstomp 50 at a time.
