Rank II spells in Underfoot are obtained through Trade-In gems which drop in various places throughout the expansion.

Holdegar Bairdun is a dwarf found just east of the zone-in of Brell's Rest (entering from the Hole or Guild Hall portal).

You say, 'Hail, Holdegar Bairdun'

Holdegar Bairdun says 'Well met! I am Holdegar Bairdun, last of the Bairdun line of gem-polishers. I spend my blissful eternity here in Brell's Rest practicing my trade, which means polishing up the green magic gems that are sometimes carried around by denizens of the Underfoot. If you could, er, cajole a few of these gems away from their owners somehow and bring them to me, I'll give you an improvement to one of your advanced magic spells.'

Rank II spells (or in this case, Trade-In Gems) seem to be localized to certain zones or NPC types (much moreso than in previous expansions). Known drop data can be found on the gem item pages.

Which drops in Brell's Temple btw.
