Right now, he's out working in the Qeynos Hills. In fact, if you have some free time, you should go out and meet him. Here, if you go, take this note to him for me. Thanks, friend.' You receive a Note to Neclo (identifies as "Daenor's Note to Neclo"). The note reads: Greetings Neclo, I've sent one of our students to you for some training. Thanks, your friend, Daenor Casthopur.
Neclo Rheslar may be found in the Qeynos Hills wandering near the tower. Give him the note. Neclo Rheslar says 'Ah.. Hello friend.. So, I see Daenor sent you.. Uh huh, ok.. Here's something that will be very useful for you. Practice this well, friend.. It will help protect you in this harsh world.' Your faction standing with Order of Three has been adjusted by 5. As a halfling druid of Karana, with indifferent faction, I had to do this quest 20 times to become amiable to the Order of Three. All twenty times, I got the Minor Shielding spell, so it doesn't look like there is any other reward.
Would not give it to me at dubious. Did Unser's call till indifferent.
Daenor gave me the quest at indifferent.

In my little 'project' concerning the factions of Qeynos, I looked into this one in hopes of finding a way to raise Order of Three Faction that didn't require gathering gobs of newbie loot.

This quest isn't worth the time anymore, You can kill large bats and get more coin per wing than you can per spell.

When you hail the guy, just say "Who is Neclo?"
I was told that when you give Neclo the letter you get a spell that's worth 3.5pp, it's s shame that it got toned down.

when I did this quest I was given the note but when I delivered it to Neclo I was attacked by not only him but both guards as well, needless to say I was killed thereby loosing exp

Do I need to raise my faction with Daenor? Because he never mentions Neclo.
you have to con Daenor, if your faction is too low to start with he won't give you the note so you can't do this quest untill you raise your faction a bit with him... but this quest was not removed, I'm doing it now (not for the money or faction, I'm just bored) :)
