This task begins with Engineer Springfap at the Ak'Anon Strike Force camp near the zone-in of Fortress Mechanotus.
You say, 'Hail, Engineer Springfap' Engineer Springfap says 'You there! Do you have any technical expertise? Bah you're just one of those adventurer types. You're of no use in helping me redesign the engines and our own clockworks to take these power crystals. Though I think I just had an idea of how you can make yourself [useful].' You say, 'Useful?' Engineer Springfap says 'You won't be of any help working directly with me but you can find me some information that will. The fortress we're on here is powered by several power stations. We'll never get close enough for long enough for me to properly study them in person, but if you can find me the blueprints for them I should be able to get an idea of how they work.' You have been assigned the task 'Power Station Blueprints'. Engineer Springfap is interested in the possibility of making use of the power sources in Meldrath's fortress for the Albatross and his own inventions. However, in order to successfully construct his own he needs more information on how the power stations are assembled. in less than two hours, we got all 4 blueprints in the hangar. gamma, beta, and delta all dropped two - three times. alpha only once.

8 hours of killing, it is confirmed that they only drop from plate wearing male gnomes. They drop blueprints about 35% of the time. Alpha was te dominet drop though. Dropped 10 times, Gamma once, Beta once, and I had to loot someone else kill for the delta.

We had a much better drop rate in the Hangar area (large room west of conveyor belt room).
Camped foundry for 3 nights got 3 drops. Camped Hangar for 1 night got 10 drops. Alway dropped for us from male gnomes in plate.

I can confirm this, we had all four blueprints: Alpha, Beta, Delta, Gamma drop in Hangar area - all from Gnome males in plate.
Order of rarity seemed to be (lowest to highest):
Gamma > Delta > Alpha > Beta

Best drops that I noticed came from the shock troopers. Got Gamma, Delta, Beta in 5 kills.

We had the best drop rate hunting in the foundry (big northern room). Had lots of blueprints drop from seemingly only male gnomes in plate. We also hunted for a long session in the room with the conveyor belt, and got blueprints there, but not as commonly (probably because there aren't as many gnomes in plate).
The first few nights, we only got one Gamma page; then one night we got 4 Gamma pages and couldn't get Beta. It's pretty random. Good luck!
