Jarvis can be found on the coast at LOC 1714, -296. To speak to him safely, you should be wearing "Eyes of Blackwater", making you non-KoS to nearby Blackwater mobs.
You say, 'Hail, Jarvis' Jarvis rubs the sweat from his brow with an oily forearm, 'Oi! I'll never get this done in time without some help. Where in the blazes is [Fendel]? That sloth was supposed to be cleaning fish with me. You say, 'Who is Fendel?' Jarvis says 'He's run off again, no doubt. Last I saw, he was heading over to the bar on the east side of town. If you bump into that dog send him back my way. Remind him that there's work to be done.' You have been assigned the task 'Find Fendel'. Need confirmation on Minimum Level required to be given the task Fendel can be found at LOC 1451, -612. You say, 'Hail, Fendel' Your task 'Find Fendel' has been updated. Fendel says 'Did, did you see that, _____? No, of course you didn't. Never mind. Jarvis is looking for me eh? Well tell him I'll be there soon. After all there's nothing I like more then cleaning fish. . .' You say, 'Hail, Jarvis' Your task 'Find Fendel' has been updated. Jarvis says 'Something's been strange about Fendel these last few weeks, and he won't speak a word of it to me. Have a chat with him when he's less guarded and see if you can find out what's going on in that head of his.' what faction are these tasks that revolve around Fendel ?
No faction changes doing these Blackwater quests. But you need to wear the mask to change your faction with them from kos to indifferent to receive the tasks.

The "Eyes of Blackwater" mask can be purchased from "a mysterious stranger" located on your map. The cost is approx. 52pp. Be sure to be wearing it before entering the village! Also, know that if you attack any Blackwater mobs after buying the mask, it will disappear!

Attacking villages doesn't make it poof. But it will poof at day break as that is when the zone wide spell resets. If you are questing at this time, find a safe spot and get ready to get a new mask.
I know you believe you understand what you think I said, but I am not sure you realize that what you thought you heard was not what I meant.
