We just rescued the little guy from the kobolds. Turns out they captured a whole clutch of dragon eggs in hopes of raising the creatures as war animals. If you can recover Flutterwing's unhatched [siblings] he'd be much obliged. Also, the little guy loves muffins so if you've got any go ahead and feed him. Just watch your fingers.' You say, 'What siblings?' Soulbinder Rashere says 'Slavemaster Ruga has the rest of the dragon eggs on his person. He's in the Gloomingdeep jail trying to prevent the rest of the slaves from escaping. Be careful with Ruga though. That kobold's never without his bodyguards nearby!' You have been assigned the task 'Flutterwing's Dilemma'. Slavemaster Ruga may be found in the back of the Gloomingdeep jail, and is gray to a level 10. The quest is repeatable, however, the egg is lore, so you have to get an egg, give the egg to Flutterwing, then go get another egg.
handed in the item to Flutterwing without having the quest. He took it, thanked me and I got XP.

Who comes up with the level range info on these things?? Flutterings Dilemma in the mines being 10-80?? My Gods Man, connect a nueron.
1- You can get the task at lvl 2 ( would be 1, but you hit lvl 2 before you actually enter the mines )
2- You are automatically kicked out of the mines at 16, no ifs, ands, or buts.
so at the outer reach this task could only be lvl 2-16.
As for Ruga himself. He is not grey at 10, he is still dark blue at 13. Heavy twinks drop him at lvl 5, i can solo him and his 2 guards with my untwinked, mine geared lvl 13 bst faily easily. Mostly he is dropped by groups of 8-10s.
