I was rejected with this message:

I then used alliance on another npc of the same faction and tried again at +90:
Don't take this personally, but I can't quite trust you with such matters. Maybe a few less Butcherblock bandits would prove your worth.
I the upgraded to 190 with Benevlolence and got the same reply:

Finally, after Collaboration (which put me at +290) I got:

Even though this is an old world item, no one would have gotten it even back then. By the time you can kill the AC and all his PHs, including Boog, I'd hope you had at least a dragoon dirk. A complete and utter waste of time indeed. Nowadays a decent mid level piercer is under 100p, which is quite easy to come by nowadays.

Just want to let you all know that this weapon is NOT worth all the work you have to go thru to get it. A worthless quest indeed. And btw, if anybody knows when Verant is going to implement dwarf rogue noob armor gimme a tell on Fennin Ro. Korinz the 8 rogue

there is another mine quest that involves a box and gathering unrefined ore. where do u get unrefined ore?

The ore is pretty easy, picked it up in Highpass Keep off of the miners. =) If your going to bother with this quest, just get the ores yourself. =D Saves some pp in the end, which is all I remember getting.. of course I only did the small...
If you're in Crushbone anyway, why not just wait for someone to loot a dragoon dirk and sell it. they'll probably ask less than 30pp and its a better piercer.

By this time someone has either given you, or you have found a weapon to use thats better. This weapon has no stats and is a 7 31 (no big deal there). I truthfully wouldnt pay 30pp for it.

Here's a hint - links on this site are blue, but only underlined when you hover over them.
That being said - 7/31, Dwarf Rogue only. Not a great weapon, by any means - no stats, etc. Just would be neat to walk around with two mining picks in your hands . . . But the you can't dual wield, so what's the point?

I think what he meant by "you cant duel wield" is because it is LORE. Just an observation, but yes Rogues can duel wield, just not 2 of these items
Boy, I never noticed that anyone replied . . . and yes, I wasn't clear. What I meant was that after getting this one and the Parrying Pick, then you have two picks in your hands. Which looks neat, but one is just for AC, not a weapon. I probably should have said, "But then you're not dual-wielding, so what's the point?"
Edit: And yes, I eventually did go get his head. Waited for about an hour with some folks camping the AC. I was in my mid-20s, just needed something to do.

This is a very easy quest to do being that Boog Mudtoe is the PH for the Ancient Cyclops, so someone is usually camping the Ancient Cyclops, so just wait with the person til Boog Mudtoe spawns, kill him, get the head and hand it in with 300 gold for the pick.
