I have this, and put it in an open inventory slot. I held down and dragged the icon to my hotbar, then opened options and went to hotkeys,,, I set the hotbar key, to whenever I hit the --> key, it clicks the cloak,,, so I am effectively running at 91% haste, constantly. Absolutely my favorite Item ! Kinda gotta watch out though, because it is very easy to overburn a mob,,, and am constantly grabbing agro... so, be careful if you do the trick...

105% Haste on command. (Excluding Guardian of the Glade line of spells)
Goes real well with my Greatsword of Mortification/Vish Stick.
I say the best clicky in Everquest for Rangers.
However I still prefer Cragbeast Queen Belt.
My finger does get tired of constantly clicking cloak from inv. lol

ok this has been posted in a variety of forms - but for the record ---
This spell effect is a SPELL haste - NOT song haste. It acts like song haste in that it only lasts for 18 seconds. BUT it does not 1) go into the song buff box 2) stack with spell haste.
It overwrites Nalot's quickening and Shaman haste. IT Will stack with chanter hastes tho - but don't be misled - it isn't stacking haste on top of chanter haste - it simply doesn't overwrite or block
SO --- still a great item - god looted 4 of them away over the years before I finnaly looted one myself, and it still gives you 50% haste if you don't have a chanter or shaman or BL with you - so its still nifty

Can this be multiquested?
I would imagine so, but if you find a ranger who actually has the fine velvet cloak you can guarantee he won't sell you the MQ of it even if you offer 1 million plat. 90% self haste (with epic) is INSANE! Some may laugh, but think about putting a wurmslayer in your primary slot just to check out how fast the wurmy goes and buzzes through the mobs(and throw in that +3 dmg aug from NRo Wayfarer Camp just for kicks).
If I ever get this fine item... I may just die of a heart attack.
P.S.- The rating is from when the item used to have 5 regen charges, if you wish to see this item get it's proper respect, please rate it the excellents it now deserves.

After getting key and getting in, find Ranger Spirit. He is an Efreeti just inside the npc room. Hail him. He will ask if you are a servant of the Pine. /say I am a servant of the Pine. He will then tell you of two "teachers" that are there to test you. /say I choose Relinin Skyrunner. Ranger Spirit hand you a book to read. Hand it back to him. He will depop and Relinin will pop. Hail her, no other dialogue needed, hand in Mithril Disc, Harpie Tongue and Fine Velvet Cloak and you will get Dark Cloak of Sky in return.

It is Veeshan's key that costs 1cp. Use it at either pad on 1st island to get down to quest npc's. Buy it from the Key Master. Looks like small green gem. Price is 1cp on it.

(following captured off Ranger Glade Forum, Sharidann gets the credit for this info)
Harpy Tongue : from harpies of course.
Velvet cloak : RARE drop from the Keeper of Souls, who is the boss of the pegasus/griffon island.
Reward is the dark cloak of the Sky, which gives you 50% right click haste which stacks with item haste.
As for the npc for turn in, well, one of the pads on the first island ports you down to the efreeti and there you speak to them, 2 of them are for ranger quests.
As far as I remember you need to give them 1 cp to activate the dialog. (but unsure if the 1 cp part aint actually to get to the efreeti cave)

This cloak is really sweet. I am able to bind it to my kick skill and now I can solo more efficiently with less down time. I actually wear the cloak because despite its lower ac, the stats are pretty nice. Besides, 6ac and 10ac when applied to your overall ac does not noticeably hinder your performance. This item is definately worth the trip or two to Air plane.

Just wondering if the keeper is actually on the plane like the other 2 mobs or if he is somewhere else? Looking at Illias bestiary (whatever) i did not see it. If anyone know plz post, thanks.

actually, it is not a song haste, it is a spell haste.. but still stacks with item haste.. Watch the buff bar when yo uuse it.. it is with buffs, not songs....

think about it rangers! if you got swiftwind and its perm haste, that means these 2 will stack! its clickable! I cant wait to go to the plane of air!

You don't need to equip the item to get its clickable haste.
Rangers can go far far over 1000 AC I'm at 1000 right now and I still have improvements to make yet.
Great item, I'd use it mostly in the inventory slots. Really, really, really hard to get though.

It has nice stats and it gives haste over all i think its an ok cloak Not the best But nothing to conplain about...

If (some of) the components are NO-DROP...
Can this be multiquested ?
And does anyone have a COMPLETE list which states off which mobs items drop - and if they are no-drop or tradeable ? All i seem to find are incomplete lists, however good. But these lists do not combine into one complete ... and i've been trying to compile on in a nice spreadsheet :p

Finally they've got rid of those horrible limited charge items in the PoA quests?
Oh and from the posts on the item page the haste seems to be 50% for a total of 90% when combined with the epic. The name of the quest is pretty weird now though. You get a haste item from a Test of Defense?

You now get 40% haste from this. The haste is in song form so you have to keep chain clicking it, just like a monk. You do not have to wear it, it can be activated from the inventory.
The best part is, it stacks with item haste. With this and the Swiftwind, you can put youself at 80% haste. It does not, however, stack with spell haste.

I was reading over on rangers glade. this thing has been updated. Now has clickable 40% haste, same ac as before. Can anyone confirm? Also what mobs drop the quest peices. Dificulty in quest? Never even wanted to goto sky , but now....hmmm see ya up there.
