Thanks, updated. I see both NPCs seem to be listed as the starter for the same quest in many cases so there are probably others that may be inaccurate.

Frederic Calermin does not accept the Hazy Opal. He is the wrong quest npc for this quest.

No it not the same crown as the one from the hole u need for the epic...why i am responding is the 150Kpp are you serious..i know that prices are differant from server to server but thats a little unreal.on sol roe its 200pp topps and on quellious i recently got 1 for a guildy for 70pp

The magician epic requires two different crowns. Both crowns can be traded, so they are the only two mage epic pieces which can be bought and sold in your server's auction zones (the NO DROP pieces are sometimes 'sold' as multiquests, but that's a different matter).
The Elemental Binder drops in the Hole commonly enough. A lot of small raids go to the Hole to look for other epic pieces and come out with one to three binders. These are cheap as dirt, and you can get one for 100-200pp and possibly less.
The Crown of Elemental Mastery drops on the seventh island in the Plane of Air. It's darned hard to get to that island, and it can take a very, very long time (some Air raids last for days). These crowns are very rare, and they can sell for enormous sums of money due to the difficulty in getting them.
