At some point in the past 15 years, since the previous suggestion was posted, the quest log was introduced and this quest does get tracked there.
It has also been fixed, such that it can no longer be completed by simply turning in the rat whiskers from any old rat (though that piece may still be valid).
Presently, you MUST kill all 10 giant thicket rats and loot 4 rat whiskers from them.
Additionally, the timer has been removed from this quest.

This is a Short task, given by Ace Slighthand, who may be found on the second floor of the Fool's Gold building at -65, -190, +17.
'It's no small wonder that the locals are skittsh. There have been reports of some monsters lurking about that are a threat to not only the people, but the livestock and the supplies as well. You're going to need to help give them back a little piece of mind. To do that, you're going to kill 10 giant thicket rats. Remember, they're threatening the supplies, so be sure to loot four Rat Whiskers (plain rat whiskers, or giant rat whiskers, or giant field rat whiskers?), while you're out there. The locals are counting on you.' Go to the Misty Thicket, kill 10 giant thicket rats and loot four rat whiskers. 'Your help in getting rid of those mongrels is more appreciated than you know. There's just one thing left for you to do though, and that's to deliver four Rat Whiskers to Swish Appletop. I'm sure getting some additional supplies will be a relief.' See Ace Slighthand, task master, in 2nd floor of Fool's Gold building. Loc is -64, -191, 17.
I looted the plain Rat Whiskers and turned in for this quest. If you leave Rivervale and zone into Misty Thicket, there's a small bit of old walls to the south of the zoneline. There are about 10-12 of the rats there, plus some diseased rats and a few halfling skeletons. You can easily accomplish this mission with the mobs present there.
