This quest begins with Captain Orben in Highpass Hold. He's found at location +930,+170 on the bridge near the Blightfire Moors entrance.

    You say, 'Hail, Captain Orben'

Captain Orben says 'Hi, I'm Captain Orben, and I'm in charge of the troops and [volunteers] here at the Highpass West Gate. If you'd like to help us out, I'll pay you for every [gnoll] scalp you return to me.'

    You say, 'What gnolls?'

Captain Orben says 'Well, these [gnolls] keep sending small raiding parties into Highpass. Thanks to the [Volunteer Watch] and myself, they never get past these gates. Sure keeps us busy, though.'

    You say, 'What volunteer watch?'

Captain Orben says 'We set up this Volunteer Watch to help keep these beasts outta Highpass Hold. We get volunteers to stand watch at the gates, and pay them a small reward for every [gnoll] scalp they turn in.'

Hand in 1-4 Gnoll Scalps at a time for the following faction hits:

Disagrees on these posts. I am viewed threateningly by the guards and the volunteer. But in Greater Wolf Form they are dubious. Unfortunately though, you can NOT turn in scalps in Wolf Form.

Dubious con is NOT high enough to do the quest. You have some faction work to do if wolf form won't allow you to do the quest.

First, the scalps are pretty common,s maybe 1 in 4 or 1 in 5 gnolls have them. They move the factions you want, but not super fast. However, there are 3 different quests in highpass and highkeep that can be used to raise your faction. In addition to the gnoll scalps, there are also the orc scalps and goblin ears quests. same idea, but different guard captains to give them to. All three move the factions you want. Your best bet is to buy scalps and ears, while also killing any uncamped mobs. 1 backpack full of them should get just about anyone up out of KOS range. Can usually buy stacks of orc and gnoll scalps for 20pp, and the goblin ears for 40pp. Not sure if there is a better faction hit for the goblin ears, but the price is higher. BTW, these are Rodcet Nife prices.

I was KOS, but not bottomed out, with the Corrupt Qeynos Guards, and 2 stacks of scalps and one of ears got me back to dubious. I have had most of my faction problems with the Qeynos guys, and as a side effect of fixing faction here a lot, the freeport militia are amiable, and I am a cleric of Marr. :)

However, I have also done the note quests in freeport, since I wanted several of those factions higher. Ally to Merchants is always good!

If you really want to increase your faction with the FP militia, your better chance would be to collect the DF belts, get your friendly 39+ druid to cast wolf form on you while you are just inside the FP zone. Turn the belts in to the Captain in the Militia building. 6 backpacks full of DF belts got my troll to dubious. Wouldn't try to go in the merchants though.

Since the FP Militia faction was mentioned, a quicker way for evils to get WFP and EFP faction is to do the Message to Rebby and Janam quests. My level 6 Ogre Shaman is free to roam and sell in West and East Freeport with the exceptions of a few guilds and a few odd loners. There might be a few more agro mobs but I still haven't conned every mob there yet.

This was done on a classic server with the classic Freeport so if Freeport is the new version for you don't read on and please change your server because that's no way to play EverQuest :(

What I did with my young Ogre Shaman was to zone into EFP from North Ro. Enter the secret passage to the left of the city gates and turn right a couple times until you run into the rogue guild. Con Harkin and Beur and if not agro turn left and go up a bit, enter the door on the left and con Nestral and the other NPC on the right. If non agro camp your evil character in the main hall or if your an ogre and currently scraping your head on the cavern ceiling go through the door on the right back in the main hall and go up the stair and exit through the secret passage on the top left and camp out in the bigger storage room.

Bring out an alt and start the Note to Rebby quest. It starts with Nestral. Say "I will help you" (or if your an Ogre say me will help yous :), then "who is Janam and Rebby". Go back to the main cavern and through the door on the right, up the stairs through the secret passage on the top right and out to the docks. Turn right at the priest of discord to the W FP zoneline. I mention this because the odd quasi evil class like gnome necromancer might have problems from time to time zoning froma different direction. Find Rebby near the monk guild and hald in the letter to get Rebby's rat whiskers. Return to Nestral and DON'T HAND IN THE RAT WHISKERS. Start the quest again and repeat it 60 times. Hand over the stacks of whiskers to you evil character and hand them into Nestral. After 2 stacks my Ogre Shaman wasn't able to get past the Barbarian fisherman on the docks. His faction changes slower then the rogues in the tunnels. After 60 turn ins my Ogre could walk past the dock NPC's but not go into the bar above the barbarian. The guards and merchants were dubious but I was unable to sell to the merchants. Yeah, yeah I ruined my own lands...

So now that your evil class can roam you can also do the second quest Note for Janam. Have your alt purchase 40 dwarven ales from the near by Imported Goods merchant and hand them over to you evil character. This quest can be done earlier if your boxing toons but my server didn't allow it. Hand an ale over to Beur then target Harkin. Say " What message". Now just run back and forth from the Rogue guild and Rebby and Janam handing in the various notes. Becareful by Rebby. Your evil char will probably be agro to the peasant woman and the monk guild. Fairly soon you'll be able to sell in Freeport

this is a 47 druid speaking
wolf form is a very small faction boost to fp militia. it will not save your butt if you whacked a few fp militia guards (namely the two at the toll booth in wc, and slate--he hit me first!)
it will work if youre only slightly kos to fpm, but not if youre rock bottom like me. eheh whoops, what is cause and effect mean again?
    RE: wtf
    # May 02 2002 at 5:18 PM Rating: Default
Wolf Form is a much bigger faction boost when cast on other than when a druid casts on him/herself. Iksar KOS (Ready to Attack) monk and A druid KOS (Ready to Atack) in natural form will have much different adjustments. I went from RTA to dubious, while the druid stayed RTA.
    RE: wtf
    # Jul 25 2002 at 5:59 PM Rating: Decent
The reason that the two did not get equal faction adjsutments is why they were KOS in the first place. The Iksar is KOS from Race and Diety. Wolf form fixes those. It does not fix Player Adjustments from prior quests or Kills. So the naughty druid that killed hundreds of guards won't be welcome no matter what his disguise is.

It is if you want to walk around Freeport or Commonlands without being attacked by every guard in sight. Be very careful when killing mobs that give negative factions hits as some factions are darn near impossible to fix once you lose them and you never know when some quest in a future expansion will require you to interact with that faction or enter the zones where they are located.

    Scalp Drop Rate
    # Nov 14 2001 at 8:30 PM Rating: Good
Do not expect this quest to be a quick way to raise your faction. I have been killing the mucktail gnolls in EK for a while, and have probably slaughtered 250-300 of them. In this time I have collected only 21 scalps. (i don't know if the drop rate is higher in HighPass, but i am guessing its the same)

So be warned, if you are trying to raise your faction with freeport militia, and corrupt qeynos guards, expect to spend a long time gathering enough scalps.

If your just trying to raise highpass faction, than the scalp quest is just a bonus and you will get plenty of faction from killing the gnolls.

I spent 2 days in black burrow and got at least 65 scalps...no one wants them so i picked them all up. also there are gnoll teeth that can be done for a quest in quenos. you will get moonstones as a reward and faction. those moon stones can be turned in to get more faction yet and a drink to wash all that faction down with.
    RE: Scalp Drop Rate
    # Nov 30 2001 at 4:41 AM Rating: Excellent
The scalps you picked up in black burrow can NOT be used for the quest in High Pass.

The tooth quest in qeynos is a good one, but you need good (non kos) faction with the warrior guild, and you will lose faction with the evil groups there. The benefit with the high pass gnoll and orc quests is that you increase faction with some of the evil groups without suffering any faction loss.

I dissagre. From expierience, I know that the ORC scalps from CRUSHBONE do give faction. The GNOLL scalps from BLACKBURROW I am not quite sure on, but it would make sense scince the quest gives faction to places that are close to blackburrow. It would be quite strange to have scalps from a different continent and even different race of orc to be fine, yet an area close with the same race to highpass is not allowed. Just my [:2cents:]

I feel your pain, I've been killing corrupt guards at that tower for weeks. I tested the agro theory, and no, good guards wont help you, but instead they will join in attacking you. There's a SK corrupt guard just around the corner from the monk guild in Qeytown... He HT's for 702 and is highly MR. I tried taking him down thinking the good guards would leave me be, but to my dismay, they beat me to a bloody pulp. I managed to zone with 7hp into QH... Still not sure how I navagated through the twists and turns alive since I was in PANIC mode. I might try doing this gnoll scalp thing to see if it works but I'm sure it would take forever and a day since:

Your faction with Corrupt Guards of Qeynos cannot get any worse.

I don't imagin that this will work though because they corrupt guards opperate off of Kane Bayle faction also and there's no way to "safely" raise that faction without hurting the others.

Absolutely, yes, this is one of the quests to do to raise faction with Corrupt Qeynos Guards if you are in the KOS range.

Here is a link to a page with a few more suggestions. Be careful about the negative faction hits on some of the quests and mobs, however.

If you cannot do the gnoll scalps due to faction, or your level is too llow, check out the note for rebby, note for janam quests in freeport. a level 1 can do them, and they have the nice side effect of raising your faction with the freeport merchants and merchant illegals way up. They still help with corrupt qeynos guards, freeport militia and carson mcCabe. Don't help highpass guards, or highhold merchants, but who need those anyway. I went from dubious to apprehensive with FP militia, and from indifferent to Warm with merchants, etc. Note there is no killing involved in this quest, and needs to be done a couple dozen times to have much effect. I got the jump to apprehensive on my first try, but have done it about 12 more times and not to indifferent yet. But i'm getting more money for loot from merchants now which is really nice!

The problem with that quest is that it also has a few negative faction hits. Check out the page for that quest and you will see what I mean.

    http://eqdb.allakhazam.com/quest.html?quest=543

The two negative hits you take for the quest are to the Corrupt Qeynos Guards, and to the Circle of Unseen Hands, which is the rogues guild in Qeynos. There is another use for the gnoll fangs, however, which has no negative consequences. Check out this quest.

    https://everquest.allakhazam.com/db/quest.html?quest=225

This quest raises faction with most of the groups in Halas, and has no negative hits at all. If you want to raise your faction in Halas, this quest is one way to do it.

We were killing Gnolls the other day and the Enchanter in the group was taking great delight in Killing the Volunteer when he would follow a gnoll up to us. I was warm to the guards but after the third time she did it I was dubious.

The funny thing is I died during one of our encounters and was on my way back from the Castle when I saw a guard hit her pet (knew the name) told the group zone the guard is coming after, and did a quick hide. Come to find out the guard ran up killed the Enchanter and walked away. DON'T KILL THE VOLUNTEER :)

To answer your question a Gnoll scalp will net you from about 3gp on the low end I got as much as 7gp for a scalp.

As a troll I worked up my faction to dubious by killing gnolls and orcs. I then tried to turn in the collected gnoll scalps, yet did not get any faction nor XP. The captain said something along the line of: "I won't do any favours to your kind".

Seems you have to be at least indiff to do this quest now (someone even mentioned I needed to be apprehesavilly (excuse my spelling) before this quest could work... O well.. some more orc and gnoll bashing I suppose. At least I do not have to fear the guards anymore (on a sidenote: the merchants already con indifferently to me, wonder why that is)

It takes too long to build up faction killing Orcs and Gnollsin HighPass. An easier way is to kill lots of bandits in Lake RatheTear. Easier to kill and much more of them. You have to get to indifferent probably to do gnoll scalp quest as a Troll.

If any of you want to continue hunting gnolls after the xp from the ones here in HHP peter out, the Mucktail gnolls in EK give xp into your 20s, with the Chief giving xp at 30. These guys also drop the gnoll scalps for this quest. Best of all, no one ever seems to hunt these guys, so it's a good camp for when other areas are too crowded.
