After recieving your notched guk token, you return to Sugal and hand it to him. If your skills are high enough (mine were 160" he hands you a twice notched guk token and says
"Hmm, You've learned much. You know how to survive in a wide variety of environments. You've learned the ways of watery warfare. Yes, I will notch your token. But the [third notch] is something you must earn on your own."
Currently working on how to get him to respond (have not found the text yet to trigger the next quest and to get the backpack). To further flesh out this quest, somone may want to 1. Hail him after getting notched guk token. 2. Try handing him the token with less than 160 skill to see how he responds.

was able to do this with some skills just above 160, so 160 may be weapon limit for this, 180 may be for thrice notched token.
