You can hand these pelts in stacks (even as a froglok) but be WARNED.
Make sure the stack is a multiple of 3 (since that's what he asks for). Anything over will be 'discarded' and you will get pelts back but only up to the correct multiple 3.
Example. I give in 20 MQ pelts. I only get 6 back (6x3 = 18) and I do not get the 2 'leftover' MQ pelts back at all.

I can confirm that this is right
I killed that 1st fragment of igok froglet and am now amible but still dont trust me i also tried the collector Reokar npc where ya turn in the bone chips and the npc where ya turn in the spider eyes and each gives me the line of i dont trust you
(if your a frog you only need indiff faction)

When you Zone in from PoK book Head south til you hit the Zone wall, he is in the tents to the right,in the Area with Pottery Merchant Zol Giisip and General Merchant Zribb, I tried handy him the Pelts with my Mag anbd nothing, didn't like me, So I brought my mage, whom cons Amiably to them, and Illusion'd guktan, and Bam gave with 3 MQ Cat Pelt and got 1 HQ one. Think you have to me Kindly or Above not sure. Good Luck!

Found him in a tent near pottery merchants/wheel. Loc was neg 2081.67 pos 201.24, neg 4.32.
Conned indifferent and didn't respond to the quest text. When I handed him the LQ cat pelts he gace them back, saying "Hmmm... there's something about you I don't exactly trust...". I am pretty sure I did this quest successfully in Gukta so either my faction has changed or his has.

I was doing this quest regularly in Gunthak. I have done multiples of the Dar Collectors quest and am maximum ally with the Dar Forager, but he no longer likes me. Frogloks don't agro, but I cannot do any quests. A newby Froglok (created for that purpose) can make the turn ins, however. It appears that they no longer trust non-Frogloks. At least not my Wood Elf.

Will check out exact loc but i found him using track. However when i tried to do this quest he looked at me suspiciously or something and wouldn't let me. I conned indifferent so not sure if maybe need some certain faction now to do this or not.
I did try to upgrade my Cougarskins, no luck. Wishful thinking, but as posted previous, Bear, Cat, & Wolf only it seems.

Oct 17 2004 - I just did this successfully. Turned 3 LQ bear *SKINS* into 1 MQ bear skin, and similarly with MQ bear skins and cat pelts.
He spawned closer to the zone to innothule at about 3 PM and walked to the area in front of the soulbinder.
The improved quality skins went directly into my inventory, not into my hand. So maybe some of the reports that this isn't working might be from persons who didn't notice their count of the higher quality skins/pelts wnet up.
And oh yeah, of course, don't stack the pelts/skins in the trade window. *doh*.

Don't be fooled into following Lumun around Innothule Swamp thinking that while he's there he won't be in Gukta. He can be in both places at once.
If he's up in Innothule, ignore him. Try Gukta, as he may have spawned there and only there can you hail him or do the hand ins.

Lion skins do not work, Bahhh
For anyone who is thinking that it may be possible to trade medium quality lion skins for high quality lion skins, let me save you some time. I made a froglok specifically for this purpose and tried it giving Dar forager Lumun 3 medium quality lion skins. It did not work and he gave them back. Just to make sure I had done it right, I immeadiately gave hime 3 medium quality cat pelts and he gave me a high quality cat pelt.
I waited for him starting at 10pm. He spawned at 6am. It would seem that he does not have a fixed spawn time....

I went to spawn point at 6am (game time). he wasn't up. He spawned at 12PM and did the quest,
LQ Bear to MQ to HQ.

gads. he is a tough frog to catch it seems. i was fishing in gukta with my ranger and noticed him on track so i camp her and log in da froggie...to my dismay he had popped out that fast 
! so...i waited...and killed spiders...note to self: don't kill too many spiders or the trapped one comes out of nowhere and tries to eat you for dinner 
. he came back after his trek through the swamp and i got him 
. use the LQ for the leather padding...turn in the MQ. makes tailoring the 10% wr packs nicer

How often does this go take off for his rounds cause i made 3 seperate trips to find him and he popped up on my track every time in the swamp killing newbie mobs. Let me tell it was very frustrating i thought i could follow him alittle bit and maybe he would go back to his spot shortly but no way,i even hailed him and he wouldnt even give me a nod..hehe Oh well if anyone could spread some light for me that would be helpful! Okay i went today and i finally caught him at his post i guess 4th times a charm but its worth it to get the upgraded pelts..
He no longer takes ruined pelts for exchange.
So no one goes out and wastes their time like I did the tundra kodiac pelts do not work here
so does this mean that the price of hand-made backpacks can come down in price,,,seeing that its make it easier to get HQ bear skins now?
Prices have come down since Velious... HQ Rockhopper hide + Backpack Pattern = Tailored Backpack... and trust me the HQ Rockhopper hides drop more often than HQ Bearskins.
Also he will not take MQ rockhopper hides and change them to HQ... he doesn't want them.

Dar Forager Lumun stands at loc +98 by +54. If you stand beside the soulbinder (Soulbinder Zlippi) and look in the same direction he's looking, you'll be staring right at Lumun.
At 6pm game time he left Gukta for his stroll in Innothule. He arrived back from his stroll at 2am the next morning. He may take strolls at other times, I don't know.
Don't forget to hand him the pelts UNstacked. If you just give him 3 stacked pelts he'll think you only gave him one.
On a side note:
An excellent way to get cat pelts is to go to Stonebrunt Mountains. The cats there can drop 2 or 3 pelts at a time, all are low, medium, or high quality. Never have I seen a ruined drop in Stonebrunt.
At 6pm game time he left Gukta for his stroll in Innothule. He arrived back from his stroll at 2am the next morning. He may take strolls at other times, I don't know.

At this point in time, I'm not foolish enough to want to stalk this poor chap all over Gukta and Innothule Swamp so I'm not totally sure of his everyday schedule or if he has a set pattern of wandering in the swamp. It almost feels as though he comes and goes more than once each day. When he is in Gukta, I've always seen him near the soulbinder. Unlike others, I haven't given him any kinds of skins / pelts so I have no info pertaining to other questions in this quest.
At about 5:30 PM CST of August 3rd, I noticed he was gone but was able to right click on him right before he zoned out of Gukta and was therefore able to access his merchant window. Upon closing, I also zoned but it was like he disappeared. Around 12 hours later, at about 5:00 AM CST, I happened to see him slaying Kobolds like they were nothin in the vicinity of the stone hand in Innothule Swamp. I tried to follow but he moved very fast on land and in the water so unless you have means of faster movement, good luck in catching him in Innothule.

I tried this quest last night with MQ cat pelts. I am a Dark Elf Enchanter, and I tried this using High Elf, human, dwarf illusions etc. He conned indifferent to me, so I casted collaboration which brought him to amiable. He returned the pelts saying something about consorting with my despicable kind. =( So if anyone has any ideas =)
He won't trade with you as you worship an evil diety - he worships Mithaniel Marr.
Any illusion or charisma boon will not stop this religion clash, so you'll need to create a mule to do it.

For those of you who were wondering why he disappears so much: When he's in Gukta, he offers the quest. When he's not in Gukta, he's wandering in Innothule Swamp, but you can't do the quest with him there.

I gather that this guy despawns and respawns periodically, but does he always come up at the same loc? I've been checking off and on for him for a couple days by checking my ranger track (200) from near the soulbinder, with no luck.

Today I found him near the Soulbinder. I hailed him and he responded by saying he was always in need of more skin. He will exchange three identical unruined pelts for one higher quality pelt. I think he may change his statemant as he respawns. I will check this out more to see if this happens.
He has a 30 minute spawn time from the time someone buys either the eggs or the mushrooms he is selling.
