This quest is quite different now. It works at amiable with DaBashers, but definitely not at dubious. Ranjor does not have the Froglok Skin Mask quest, that now comes from Treskar, as has been posted under that quest.
Ranjor is a warrior guildmaster at 306, -170, 25 in Grobb.
You say, 'Hail, Ranjor'
Ranjor says, 'Ya wanna be a member a Da Bashers, duz ya? What making ya tink yooz is good nuff ta be one o' us? Can ya proves ta me why I shouldn't oughtta just eat yer smelly hide? I gonna tests ya, ya big, ugly peece o' meet. Ya [willin ta test] or duz I just eats ya now?'
You say, 'willin ta test'
Ranjor says, 'Stoopid meat. I gonna eats ya anyways sumday. Brings me a froglok meat and two dem li'l froglok tadpole fleshes. Dey berry good.'
When you bring 1 Froglok Meat and 2 Froglok Tadpole Flesh, you receive a Rusty Two Handed Battle Axe and get:

Pretty sure his quests have been changed. I am a Troll SK so he may not like me enough... but I can't get him to respond to the trigger phrase (I am probably missing a word).
He won't take 2 rusty axes and 2g from me though --and most stuff of old era you could skip all the text and just do the final turn in.
He wouldn't take 4 bone chips either (which another post said was his quest once upon a time.).

He wouldn't take my War's 4 bone chips either, but I haven't completed his first quest to deliver Froglok meat and two Froglok Tad Flesh. Will try again once I complete that.

I used the bone chip quest he gives to raise faction with da bashers.
He gives you a rusty 2 handed sword for 4 bone chips, and you get the following faction adjustments:
+5 da bashers
-(1?) broken skull clan
I have turned in probably 30 stacks of bone chips and am no longer kos to da bashers with my high elf, had to use illusion troll to do the quest though.

As of this date it appears this quest is no longer active. My Troll SK isn't loved by this fellow, so MAYBE it's doable, but he definately refuses my bone chips presently.
not to mention instead of hauling in, and selling crappy rusty weapons. you could actually make some cash by turning in 2, and then selling bronze or cast iron..... you could even make a profit by buying up rusty..... bronze sells for like 2-4pp at times.
He will also give - in exchange for 4 bone chips - a Rusty Two-Handed Sword. At 60 CHA and Indifferent faction, you can buy a stack of bone chips from a vendor for a hair under 4GP, turn them in for 5 swords, and sell each one back at 3GP 2SP per. Nice money when you're a lowbie in a zone full of skeletons. It gets the same faction hit as above.
I was able to get the quest as an Inorruuk worshipping dark elf warrior, who was Dubious to Ranjor. The rewards I've received so far:
* Tarnished Two-Handed Battleaxe
* Cast Iron Rapier
* Tarnished Flail

I conned 'dubiously' as a Dark Elf Necromancer and I could NOT hand in any bone chips.

You can however raise your faction by turning in three Fire Beetle Eyes to Basher Nanrum for 'Da Bashers' faction. He will accept them even if you con dubious.
Basher Nanrum can be found in a little nook (LOC -6,-70) by the stream near the zoneline.
If you are heading into Grobb, take the first right after the Priest of Discord. He's in a room nestled in the back.
