You can obtain this task from Pathmaster Shainai in Shar Vahl, Divided (Nos). You can find Pathmaster Shainai at /waypoint 449, -302, -140 on the top floor of the building, you'll need to go to the adjacent building and get to the top floor and go across the bridge. He/she is on the find tool as well CTRL F.

This is the 2nd Partisan that must be done in order

Pathmaster Shainai says, 'Oh, good day, Jeffro. You know, I want to thank you for helping investigate the recruit's murder, as it will no doubt save morale with the recruits. Would you be willing to run a [quick delivery] for us in regard to that case?'

You say, 'Another quick delivery?'

Pathmaster Shainai says, 'You can't fault Hamat's recruitment methods, can you?' She softly chuckles, despite the recent subject matter. 'But it is an honest delivery. I'm not able to step away at the moment, but we need to send the evidence over to General Arulk to alleviate his concerns with Recruit Mori's death. Can you [take it] to him?'

You say, 'I can take it to him.'

Pathmaster Shainai says, 'Thank you. We really appreciate it. You can find his domicile on the top floor in the northwestern side of the city. Essentially, it's straight west from here. Just look for the Honor Guard. You can't miss them.'

    General Arulk turns tired eyes upon Thorque, and then down to the evidence box offered to him. He opens the lid to see the primitive murder weapon. Tightly stacked on the side of the box are rolled parchments, of which he unrolls one with the testimony of one of the witnesses to the grimling ambush when investigating the body. Without reading through it, he asks, 'Which [recruit] is this in regard to?'

  • 2. Take General Arulk's Letter of Concern to Captain Aranji at the Training Camp 0/1 Shar Vahl, Divided

    You say, 'Recruit Mori, sir.'
    General Arulk sighs and bangs his hand on the table, causing the table to creak with his strength. 'They think this will help, but it's already [too late].'
    You say, 'How is it too late, General?'
    General Arulk says, 'The rumors surrounding Recruit Mori's death have already caused a stir within the training camp, with fingers pointing at each other and growing divisions amongst the young and impressionable trainees. Before the instructors could rein it in, one recruit has killed another. That's not rumor, but fact. Recruit Rallan was killed in a brawl, and Recruit Teira has been arrested. So although you've proven the rumors false, the rumors have done their job and this evidence will do little to [persuade] city leadership to take action.'
    You say, 'What can we do to persuade them now, sir?'
    General Arulk says, 'Action. While I wouldn't prescribe protests, per se, that is one option available to the populace. As general of the city guard and training, I have a few more avenues available to me to get us out of this apathy. We'll need to involve Captain Aranji, who oversees the city's training camp. Give me a moment.' The general pulls a paper from a stack, and prepares a quill, penning a letter on the spot. 'Take this to Captain Aranji. She'll know what to do.' He passes over the letter, sealed with his ranked signet.

    Captain Aranji says, 'You're not a member of the guard, and I am rather busy. What is this in regard to?' Her left ear twitches imperceptibly at a glance at the seal. A steely gaze looks up to assess Thorque, and then looks down to the unfurled letter. She scans each line, taking a sharp intake of breath. 'So General Arulk has evidence that the rumor is false.' There was a lot more to the letter based on the lines on the page, but she keeps them to herself. 'Thank you, adventurer. It's [time] we nip this in the bud.''

  • 4. Listen to Captain Aranji's speech to the Training Camp 0/1 Shar Vahl, Divided

    Do nothing, just wait until the speech is completed. Captain Aranji will walk around the fire pit, speak, then return.

    Captain Aranji raises her voice so the whole of the camp carries her words. 'Guards, instructors, firewatchers, recruits. Remain as you are, but listen intently. I, Captain Aranji of Shar Vahl, speak not only on behalf of the military leadership, but as a fellow citizen of Shar Vahl. As family, as neighbor, as one of you.'
    Captain Aranji says, 'I have failed to keep us together as a unit. I have allowed the divisions from outside this camp to grow within it. I have not done my due diligence to quell unfounded rumors.' She lowers her head in sorrow. 'We have lost some of our own as a result.'
    Captain Aranji says, 'Recruit Mori is dead, this is truth. However, she fell to the same fate that others have in the past, and that is the grimling horde below. In our grief, we pointed fingers and laid blame. I say "we" as while I did not participate in the discussions, I let them continue. The targets of this blame were still outside this camp, so I felt it did not require discipline. Grief manifests in many ways.'
    Captain Aranji says, 'But this was not just grief. This was a snowball of pain that only grew to engulf us all. We have lost Rallan, whose only crime is giving into the same pain we all have. We, in a way, have also lost Teira, who acted on that pain and now must face Vah's justice.'
    Captain Aranji says, 'The rumor was false, and as such, I ask that you open your hearts again to all the spirits and to each other. I ask this from my heart, not just a letter sent down from leadership.' She waves the paper in view of the firelight in emphasis. 'I ask this as someone who wants to see Shar Vahl heal. Let us grieve and move on with their spirit in our hearts. Do not carry your anger with you. If you cannot put aside your differences to serve Shar Vahl, then I ask that you go home. We serve all of Shar Vahl. We serve each other.' She looks from one group of recruits to the other. 'If you too will serve, then continue on with your training. May the eyes of Vah watch over you.'

  • 5. Check in with Captain Aranji following the speech 0/1 Shar Vahl, Divided

    You say, 'Hail, Captain Aranji'
    Captain Aranji says, 'Well, that was a bit off my chest.' Her tone has a light air of humor before her serious demeanor returns. 'I know some on the outside may feel I need to resign for my inaction, but I can't. I won't. I need to see this through, and I hope General Arulk feels the same. Speaking of...' She gives pause and gives Thorque a serious look. 'I will draft a letter to the Shazda. General Arulk is already expecting it; that man knows me well. While I write that up, I'd like to ask if you can do some work on the ground for me, to help put some sincerity behind the gesture. Do you [mind]? You're not a guard, and you're not under my command, so it's up to you.'
    You say, 'I don't mind, Captain. I can do it.'
    Captain Aranji says, 'Thank you, Thorque. I ask that you return to the Pit, and keep a look out for the gathered Sahtebi. They have been raging against our recruits, increasingly, for months. However we do not wish to arrest someone for their personal beliefs. We just want them home. Do not kill them, but you may need to wear them down a bit to gain their respect as many of them are... Let's say they're appreciative of the wild side of life. Once you have them worn down, show them this signet. It contains no magic, but should remind them of Shar Vahl and, we hope, help them make the decision to come home of their own free will. Be on the lookout for the usual denizens of the Pit. You may need to kill a few creatures to get to our Vah Shir brethren. Stay safe, friend of the city.'

    Damage Sahtebis to 20% then right click the Seal of Shar Vahl on them, found throughout the Pit.

    This will work on any a feral Sahtebi, a raging Sahtebi, or a wrathful Sahtebi.

    Do not kill any Sahtebi before clicking the seal on them or the counter will reset to 0/7. If the Sahtebi you clicked emotes, then starts running away and dies, then that is fine.

    Upon the last click,

    You show the Sahtebi the seal of their city. They give a swift nod in understanding, and leave the unkempt world behind.

    General Arulk sighs softly, the tension melting off of his face as the relief sets in. 'Captain Aranji is a good asset to have, and a blessing to those recruits. My thanks.' He opens the letter, and scans through the words. Spreading the paper upon the table, he adds his signature to Captain Aranji's, and then re-folds it into the envelope, sealing it with his wax seal as he had the letter prior. With a careful examination of the evidence box and its contents, he sets the letter at its top and fastens the lid closed. 'Here, take this to Shazda Rahamin Kerrath. He can be found around the palace area, but he is a busy body so you may have to look around for him.' He nods his approval and thanks to Thorque.

    Rahamin Kerrath flattens his ears. 'This is from General Arulk?' he asks and opens the case. Pulling out the letter, he sees the dagger and other evidence beneath. 'He should know better.' His voice is heavy with disappointment, and he opens the letter. 'So they know that there are bigger issues, yet they bring the local troubles up anyways. Tell your keeper that I also share their frustrations, but things are not that simple.' There is a momentary sympathetic look, but it is soon gone as he looks away to tend to his duties.

    Steps six (kill fiends) and seven (convince Sahtebi of peace) are offered together so you can do them alternately. Note: there are no "fiends" in the zone. This refers to any mob that is not a Sahtebi.
    And, to elaborate on a theme referred to earlier, accidentally killing any Sahtebi during that part resets that count to zero.

    *Important Note-

    Once you get your 7 clicks from the seals done, DO NOT KILL any more of the Sahtebi or it WILL reset your count back to ZERO. Since having killed an 8th instead of continuing the clicks. Lesson learned =(
    They don't update the kill 10 in the pit anyhow.
