SO, once you get to Ralph, you /say I am up to this test - then you will get the correct quest, Felled by the Rain.

This is part of the Karana Tempest Events that runs between late April and early May.
You can obtain this task from Ralph Mischeva in Jaggedpine Forest. He can be found at /waypoint +295,-1786. You say, 'Hail, Ralph Mischeva' Ralph Mischeva says, 'Hear me and rejoice. The Tempest is no gentle storm, he is a righteous squalling force. [Celebrate] and be awed by his power. All should cower and [fear him].' You say, 'I don't fear him. Why should I?' The name of the quest is wrong, making it difficult/impossible to search for in the database.
The name is actually Felled by the Rain - not Felled by the Reign.

The hell the trash mobs are green!!! They mowed through our tank in a heartbeat. Maybe next year they will have fixed it.
You can preloot all of the containers and fragments before getting the quest from Ralph in JPF while helping someone with it.
They seriously need to tone down the mobs' HPs and up their levels so you get exp at level 120, this is a new quest, it should be tuned to spawn appropriate mobs for every level group and scale up the exp too. Using instanced zones would also help a great deal.
If not instanced zones, then do the same as done with many other seasonal tasks where the player is told to travel to a different zone with level-appropriate mobs. It only needs to be done when mobs need to be killed, like they do in this quest.
I helped a friend and she clicked the summoning stones one at a time and we killed the two mobs that spawned, she got the reward even though she had one stone leftover. I ended up with credit for the 7 kills and still had 0/5 stones used. I clicked all 5 and gated, got the reward from that.

The process of having to harvest from mobs that have soooooo many hit points and hit so hard for no experience is nuts! One trick I figured out is to summon the last mobs and you only need to kill 7 so just gate out on the last ones
I usually enjoy the special event quests but this one is crazy.
You have to kill trash mobs with a gazillion hit points for the random crystal/container parts that combine to make an item with ONE charge to summon the virga.. So a minimum of killing 20 trash mobs to make the 5 clickies needed for the quest. Each clicky summons 2 virga so you end up killing 14 but only need 7.
Of course, they made it a solo quest so each group member has to collect and combine the 20 items needed to make the 5 clickies and click/summon the virga BUT the kills update the entire group.
Very very disappointing

At 120, the 86 level or so Sirroco hit harder than Luclin trash mobs and nearly the same hit points. Ridiculous.
