Sultin is a Dark Elf in The Temple of Solusek Ro at location 385, 77, 16.
You say, 'Hail, Sultin' Sultin says 'I am Sultin - keeper of the three [incandescent]s of power and the [rod] of Insidious Glamour. If you are an enchanter, perhaps we can deal.' You say, 'What are the three incandescents?' Sultin says 'There are three incandescent items of power - a [wand], [mask] and [gloves]. Are you [interested] in any of them?' You say, 'I am interested in the mask.' Sultin says 'An item of power! The incandescent mask. If you will bring me the components to make another, I will give you my own incandescent mask. I will need a glowing mask, found on the skeletal monk in the caverns of Guk. I will also need all three runes of fortune. One rune can be found on the dark elf Enynti in the chasm below Castle Mistmoore. The other two can be purchased for 50 golden coins, one from Mizr N'Mar in the Neriak City Library and the other from Madam Serena in the city of Qeynos. Bring me all three runes and the glowing mask and I will give you your reward.' As an alternative to the skeletal monk Sultin mentions (other posters have reported his location), the Froglok Scryer also drops the Glowing Mask (as well as other useful old-world caster items). He spawns in Upper Guk at approximately 256, -454, -14, in room number 15 on the EQAtlas map. Previous posts indicate he may be able to spawn in any of the 3 spawn points near that location. The placeholders are various Froglok shamans whose levels are in the low 20s. They respawned approximately every 8 to 12 minutes for me yesterday and today. Enynti spawns at 138, -100.70, -237 (according to Allakhazam). She's level 26 and is next to two gargoyles (which should mean little to an enchanter, thanks to our pacify spells). She drops Rune of Fortune (which Identifies as "Rune of Fortune: Bottom"). Madame Serena is in South Qeynos at loc -38, 64, 2, south of the Mermaid's Lure, which is near the docks. She appears as a gipsy-style Human woman with an Enchanter pet (sword and shield). She doesn't respond to hails. Allakhazam says she has religious rhymes, though. Give Madame Serena 5 plat or 50 gold. "Fifty gold? You must want a rune of fortune. If you want another one, give fifty gold to Mizr N'Mar in the Neriak library." You gain experience!! You receive Rune of Fortune (which Identifies as "Rune of Fortune: Top"). Mizr N'Mar is in Neriak Third Gate, in the Neriak Library, at location 914, -1314, -67. He appears as the standard Dark Elf merchant. You say, 'Hail, Mizr N'Mar' Mizr N'Mar says 'Have you come to buy a scroll from me?" He won't respond to anything you say, but give him 5 platinum. Mizr N'Mar says 'Ahhh - gold. Here is the rune you desire.' You receive Rune of Fortune (which Identifies as "Rune of Fortune: Middle"). Give Sultin the Glowing Mask and the three Runes of Fortune. Sultin says 'Solusek Ro does not believe in half measures.' Sultin says 'Solusek Ro does not believe in half measures.' Sultin says 'Solusek Ro does not believe in half measures.' Sultin says 'Fortune favors you .. as will this mask.' Your Faction standing with Temple of Solusek Ro has been adjusted by 5. Your faction standing with Shadowed Men has been adjusted by -1. The guy in Sol Ro Temple, Siltin or something like that. He is a dark elf and in the library under some stairs/walkway

If youve never been to Guk befor its a pretty confusing little dungeon ! Suggest you print out a map from EQ Maps (linked on this sight).
For the mask you indeed have two options the Froglok Scryer, who is quite a rare spawn. I killed his place holder and 2 helpers 4 times without seeing him. However if you have the time he also drops some other nice things (Shimmering Orb AC15 as a rare drop).
Personally I got the glowing mask from the skeletol monk. He has a DE necro friend with him, but I was able to enter his under water cavern, rebuff then proceeded to Mez the monk and his pet, take out the necro and then the others. It was easy in a party of 3 from 25-27th level. Two kills and one mask :)

Umm, not to be overly demanding here, but would the Caverns of Guk be Upper Guk or Lower?

If you are looking for the Glowing Mask you need Upper Guk (phew!).

Specifically, you need the hidden room off the water in the pits. There is a three way bridge with a ladder done. Take that and a second ladder done to the water (Enduring Breath helps). Three level 26-27 casters took the monk, necro and pet no problem, the area is tight but not nearly as dangerous as trying the scryer.
Monk dropped the mask first time, didn't even break a sweat on this part, and no faction hit is involved.
