I am trying to do this quest... but this npc is not where he is supposed to be. I even brought my ranger in to track him... nothing. Been two days....

An Iksar Crusader is a triggered spawn. You must say "What matter of betrayal" to Lord Qyzar before this guy will spawn at the bottom of the western tower.
