Solo'ed this guy last night, 50th level ogre shadowknight. As you already know, can't be snared or feared. He can certainly be debuffed, melee'ed down, and dot'ed though, so that's what I did.
I kept hitting him with the spear line, lifetaps, + heart flutter and heat blood (or was it boil blood?). His damage was upwards of around 160 hit points, and hits fast. At first, I tried tanking him down, I had my clarity and buff potions, my speed potions, and my regen potions. None of it was enough, and I even had my little mushroom-regen pet thingy up. I gave up tanking when I was at 30% and he was around 70%. I have over 3100 hp's with my potion buff, armor class of about 1100, and 3002 mana btw.
The tried and true method - I quicky learned to get ahead of him (had a sow potion) and recast heat blood and heart flutter when they lapsed. I basically just kited him all over the desert this way, and the fight took about 25 minutes. Dropped the tempest rune only. Gave exp but no faction hits. Has about 10,000 hit points. His regen is nonexistant while in combat, but regens fast out of combat. He starts to run at 10% ...not 20%, so be careful. Tanking down his final 10% is a snap.
This fight made me realize how dependent I had become on fear kite. A harbinger of the higher levels? I hear a lot of higher level mobs are immune to fear and snare.
Interestingly, the mob I took on right after this was the ghoul of Takish-hiz...which is also immune to snare. Just not my night...

I just killed him with my 54NEC. He didn't resist a thing (used Envenomed Bolt, Ignite Blood, Splurt and Bond of Death). With my BRD he'd resist EVERY chant somehow, but the NEC took him down without taking a hit (although I can't say the same for Gonarn, who gave his life for the cause).
Did this guy with my 55 Beastlord, he resisted my sha's lethary and listless power but my poison and malaria dot stuck. took him down used all mana (Started at 50%) and I was at 32% health and pet at 20%. All in all was fun fight.
I tried him today with my 57 ench. . .didnt go well. Not rootable, fearable, or mezzable, so kiting is out of the question for an ench. Lucky i have RS3 which helped a little, but without sow on pet, no dps from it. He's a resistant bugger even after being tashed. I eventually ran out of mana and health, so i zoned with him at 30% which sucks, cuz another 10% and he's on the run . . . . oh well, next time maybe :)
encountered this guy today while running around bored in South Ro. Conned dark blue to my 65war but was indifferent. Seeing as I was really bored I just ran up and started wailing away. Having full buffs and almost 8k life helped a lot I'm sure, He took me down about 3500hp's before i killed him. Hardest hit I remember was for about 160 something. When I looted and received a no drop Rune of the Tempest and about 10 gold I figured that I'll just let him walk next time. Not worth killing for loot I promise ya.
Warrior of the 65th season Osmosiphantom Mysticslayer Druzzil Ro
Easy... I solo'd him with my lvl 52 druid and kei like it was nothing. Resisted starfire and such quite a bit, but the DOTs stuck and he went down (eventually) with plenty of mana to spare.
I was out hunting the AC with some friends, a 49 ranger, 31 cleric and me a 52 wizzy, and we decided to try to take this guy down. Hes Dk blue at 52, yellow to 49. So we take him to the back of the desert. he starts taking the ranger down fast. He is immune to changes in run speed so no root or snare. I nuke him with Ice Comet..he takes full 1120 damage but it only takes him down about 11%...I was like @#$%. At first I thought we should zone but on second thought decided to kite him. So i kited him back and forth across the back of the desert while the cleric and ranger followed me. The cleric healed me and the ranger was slashing him up from behind to delay him as he chased me. This guy hit me hard in the 140 range. About 10 nukes later he was dead, figuring he has about 10k HP. No good or bad faction hits, dropped the rune and thats it. But was fun to get him out of our way. I wouldn't suggest trying to take him alone at any level..hes tuff.
Being the smart person I am, I casted my nuke on some begger (thinking he was just another madman) while camping for the AC. Weeeeelll... turns out he cons red to me and is named Anumnan Dathry. I smartly run to the zone (SoW is my god) and decide to try a root and snare. I get the message that this mob is utterly resistant to movement debuffs. But I bet you already knew that if you read all these posts, right? =P
So, feel free to kill em' if you want, just make sure you're not relying on snare or root *and* have the strength, mana, and/or man power to take him and his 10k of HP down.

Was a fun fight, I (60nec) certainly understimated him, resisted every snare/root, ended up getting my wife(44druid) and good 'ole jabober, we healed jabober as he played MT. Dead in about 9min.

That's all I've found so far for the quest, seems to be complete but haven't spoken with anyone that's actually done it. Like previous poster said I'll prolly do the same and MQ. Gl folx :)
Just killed him today with my level 45 bard, was twisting 2 dots and Selo, he resisted about 90%-95% of my songs (my charisma is 137) so it took me a lot of time to kill him. Got Tempest rune too but I dont know what it's for. I went too close to him only 1 time and he double hit me for arround 50. That was not very hard but very long :)
Aye myself, lvl 51 druid, and a lvl 45 monk killed him today i just kept agro cast Drones of Doom on him periodically and nuked with Starfire and Calefaction. Immune to changes in run speed hence the use of Calefaction since it is a fast cast. Had C3 at the time which made it much easier. Didn't really keep track of Hp's but 12 to 15k sounds bout right. He was pretty magic resistant but wasn't too much trouble really. I've seen a couple people die mistaking this guy for a madman and just attacking without conning first. But yeah no clue what Tempest Rune is for but i'll hold it in my bank for a while i figure it has to be worth something being from a lvl 50 mob even if it is no drop. I'm hoping it's for some druid quest in Jaggedpine but i doubt it anyway perhaps i'll end up using it to MQ for somebody if anybody knows what it's for i'd very much like to know.
While bored stupid of trying to understand the AC spawn rate in South Ro, myself and two friends came across this guy in a fairly suprised manner.
To kill him we had the following: 41 Warrior 50 Shaman + Pet 52 Shadowknight + Pet Shaman buffed both tanks and pets. included: HoS(HP+Str+Dex buff) + Str + Dex + Sta + Agi + SoW + Chloro + Haste + Guardian(AC Buff) on the main tanks and Haste and HOS on pets only.
Shadowknight pulled and Shaman (me) hit it with Malise and then Slow but Weaken didn't stick... so I moved on... DoT didn't stick, tried both twice and gave up and stuck to healing... Didn't see to resist much else though the SK noted no fearing or Snaring was available....
Fell and much to our disappointment there was no Fungi Tunic (well, we dream quite vividly) but some silly rune...
Oh well... just incase you think about killing... maybe has about 10k HP?
p.s. He will NEVER drop the Fungi Tunic. That was humour (yeah yeah, not good I know!)
Killed this guy today. I'm a 60th lvl wizard. I tried to root and snare him, both were resisted everytime. right clickie debuff was resisted about 75% of the time too. Bard mez and slow / snare was resisted too (55th lvl bard). I just kited him around nuking with Ice Spear and Ice Draughts until he died. Additionally, he didn't stop running after me until he just had a sliver of life left. had about 10 - 12k in hit points.
Saw him standing near the Oasis zone line today. I summoned a pet and slowed this guy... pet attacked and i was good to go. He was nailing me. Max hit 137. A 52 warrior friend of mine showed up and tanked it for a bit. She went berzerk and this guy was still 80 percent life.
We ran to our cleric friend and he healed her and this fella dropped pretty easily. I think it would have been a close fight if it were just me, but Probably would have been able to take it out =D I'm a 57 Enchanter btw.
Dropped a Tempest Rune, as Cashrip described above and 7pp. No faction hits involved for killing him. Also tried hailing him before i attacked...no response.
killed this guy today, a named madman that roams the desert. con'd indifferently. was able to solo him as a 60 warrior. dropped a tempist rune, war/pal, all, deity karana.
