Whew, it's a good thing I checked out these posts before going further. I was headed down towards the jail cells when alarm bells started going off in my head. I started thinking about faction and dungeons and jails, so I headed back up and explored the rest of the city. I surely would have died had I not come here to read. Thanks for posting :) .
Well I can tell you that it's easy enough for these guys to get loose and not attract a guard or two. I was killed by them just outside the fletcher merchant (the one across from the bank that is to the right as you come into SS). From looking at the map, this is a long way from the cells.
Rather a pain in the ***. No warning. Nothing. Dropped me like I was a lvl 10 punk. Rather humbling to a warrior in his 50th lvl. :(
These guys are in the jail cells near the arena. About 5 in one cell. They are between lvl 46-49, hit for 147, approx10k hp. If you hail the guards they will warn you not to open cell door. Actually if you just walk too close they will bust out and aggro you, even when harmonied.
Anyway, when they bust loose, the guards will fight them and >eventually< kill them, about a 5 min fight.
I thought I should mention that some time ago, Zirumkin (gnome wizard) opened the cage from quite a distance away, with Eye of Zomm. They immediately bolted out of their cage and came straight out - into the guards. They killed one guard and badly wounded another.
I watched the whole thing with Bind Sight. And yes, the battle took a good 5 minutes. Tough little beasties. They apparently aggro anything and everything in the zone. If you get the aggro, rather than a guard, and you can't feign, spirit of cheetah, or gate, you're dead (uber adventurers excepted - but then only maybe).

I zoned in from Dawnshroud and found the gang beating on one of the guards where the entrance tunnel opens into the main yard. They took down that guard while his buddy did nothing. Thought I'd pull them to one of the guards closer to the zone in hopes that he'd finish them off so I could go about my business; they almost finished me off instead. Many thanks to who ever let them loose.
