I spent about 45 minutes looking for him before I finally found him hiding in the 'attic'. He's inside of the tallest tower in the Elementalist's Castle. His sister Sarah (for the rest of the shammy armor) is inside of the last room on the other end of the 2nd floor. Why the Shaman armor quest NPC's are hiding out in the MAGE castle is perhaps a bit strange - I suppose they could be guests of the owner like so many others are .... but it is also very much appreciated, as most of the shammies are KoS to Katta (and the rest of the TS armor quest NPC's are over by Katta on Katta faction).
