I saw him for the first time not too long ago and if I remember right he conned blue to my 60 druid, I'm assuming from the previous posts and verant's normal leveling of quest or information mobs that he is most likely 55 and to the person saying that a 45 NPC can't punch of 200, try fighting Statue of Zek in Kael, he's 55 and QUADS for 1100 (as in, 4*1100) each round max, most mobs at 55 hit for max 200, hehe and average mobs at 55 about 175ish double. Verant normally mass buffs quest, banker, merchant or guildmaster mobs specifically because they DO NOT want people to kill them for any reason. Good example is the kodiak in Great Divide with 32000 hp and is only level 35 and hits for 90+ double, lol.
