Ok, he's on CoV faction and you need very high faction to do the quest, best to get around ally. Since the Skyshrine update he's been moved and is now just past the maze. To get there is a bit of a pain to explain so the best I can do is to suggest you download the cartography maps from www.eqatlas.com and install them into the game. If you manage to get this map then the maze is the big yellow area. After you're through the maze you will reach a spinning glove of ice. Click that to enter the tower and take the first door on your left. This will lead you into the area with all the armour quest mobs fro every class. Unfortunately i haven't yet found a way to leave here without a porter so gonna wander my pally around a bit more till i find the exit :)
Btw, if you want a rough loc then 123, 553 is the loc of the mage quest giver and pally mob in teh same room.

Since he's a dragon u need good faction with dragon's go to kael drakkel an kill giants to get faction to do the quest
