He isnt on track, but if you see 3 a bloodmoon scrabbler on track then he isnt up.

All mobs can NOT be head shoted, it will be too easy.
From zone in, go to south and kill 12 x"a _____ raider" (wereorcs mobs).
Go to east side, climb up the mountain to the platform with robot "a Castgauge guard" on it and kill 8 x "a _____ climber" (wereorc mobs).
Now, jump down to east, you will see a cave entry in west, pull and kill 10 x "a _____ infiltrator" (wereorc mobs).
(You can pre-clean the south caves before complete this part, so last step will be easyest to clean, if a named pop)
Go to north wall, upper, you will see a cicle platform. Go on it & start to pull 10 x "a _____ ravager" (wereorc mobs) from the supply depot (at your south). Rats are robot around me did agro me when i was killing Orcs. IF the faction for the progression in this zone did not change AND if you do not use AE mez or stun.
Now, next mob and possible named pop in south.
Audio trigger : "A formidable foe approaches in the distance. Find it to challenge it.".
Go to south, enter in cave and start clear by killing 10 x "a _____ Howler" (wereorc mobs level 110).
On first tents camp, there is a wereorc who is feign death. He is not social if you range pull the 2 Orcs in tent. So, start by pull the mobs in tents then go near the FD Orc.
Now, you can go beck just outside the cave and open the chest.

He can spawn at different locations.
There are at least 2 locations. Sofar he has spawn for me about 5 times at the first location and only 1 time at the second.
The first being in a cave at the end of the first gasm to the right. The second is at near the temple thingy.

On my monk with AC 3360/2082, he was hitting for 4.3k-23.1k. He also casts Hoshkar's Malady, Reflecting Pool, and Howl.
