Has some kind of spin-stun proc, seems to get implemented every so often. This may be an ability of all the drogans since I think I saw it from another type too. Not a melee proc since it can hit at any time. The drogan scalpers proc this regularly regardless if you're in melee range and there is no spellcast emote or message.
A drogan scalper is a common goblin in FM which I don't see listed here yet. I'll try to get a pic to upload.
