There was a long-standing bug with all the named spawning in TBM HAs. Those were flagged as level +9 until this was corrected in early 2018 to be level +4. As those HAs can be requested starting at level 75, the min level should be 79 as of now?
With HA scaling capped to the max level in their xpac, it's highest level should be 105+4=109 now.

Test this out and let us know if you can still request TBM HA's at level 75 so I can update them all. I don't have a level 75 character to test this out on.

level might be incorrect or bard fade doesn't work on him. my fade is maxxed at level 110 and I used up half of my mana bar and he did not forget about me at all
