Previous comments say spawn time appears to be 2 hours, however...
On Mangler tonight, he re-spawned ~20 minutes later (20-25 minutes, I didn't time it as I wasn't expecting him to pop so soon).

Progression servers have a global accelerated spawn rate on most NPC's.

There's an interesting behavior with the spawning of Denise, Clarisa, and Cilin.
When you hand in a book to spawn Denise or Clarisa, they will spawn before Cilin actually despawns from view (can see them both for like half a second), and when Denise or Clarisa are about to despawn, Cilin will repop right before they go away but will then immediately despawn.
It makes me wonder if Cilin is supposed to come back after Denise or Clarisa despawn but has logic preventing it from being up at the same time as Denise or Clarisa, and due to the spawning order, Cilin can't respawn properly.
