Sea turtles only come out during daylight so don't bother looking before 8:00 AM game time. Go to the small bay in front of Dagda Icefury, they can be found swimming in the bay.

These are hard to find and tracking is VERY BUGGY in this zone! I don't know if these are static spawn points but here are two locations I found them:
-3200, -4500 (on a pier)
-3600, -2800
