Spawn time is 14 minutes for most of the mobs. One of the two mobs around the named/PH is on a much faster respawn timer, something like 3 to 4 minutes. I just kill the fast respawner first, start the 14 minute countdown, clear the rest and when the fast spawner pops again 3 or 4 minutes later, I leave him up till my countdown hits 14 minutes. This of course is if you just want a low effort camp because you're only there for the aug. I only camped one of her spawn points, probably could have easily done two spawn points since they were adjacent to each other, but just didn't feel like it. The fight itself with Franchessa wasn't really that hard, but I had in one group war/cleric/enchanter+merc healer/caster/caster and a second group shaman/mage/wiz+merc tank/healer (just in case).

Finally got her to spawn from the 3rd a hateful Doomscale wrathforged in that camp. Edited the map that was posted with location.

There is a nice mixture of mobs here, one of my favorite being the chanty mobs which mez you with a necro mez and then blur you errasing your hate, so essentially they just root you for 25 sec and don't even attack you, lol.
Asside from them, pulling here is easy. Set up around down one of the ramps, aggro and snare/kick one and fade the rest. Some will single but most duo or trio..
You can climb the towers and aggro pull from there, then head back to your camp and break it up.. reaspawns here as other TDS zones are pretty quick. Pathing sucks, go figure.
Drops the aug 50% of the time from what we saw, shoulders a little less.
