This NPC is the Cabilis version of Vaean the Night in OT. Hand in any of the 4 spells he asks for in return for a random necromancer spell. Give him defoliation, thrall of bones, splurt or convergence in return for sacrifice, shadowbond, scent of terris or minion of shadows. No faction hits for this quest but you do need to have some levels to do the turn in.

the scrolls he asks for are high level (50+) necro spells ... my guess is that if you give him these spells that he will give you another high level spell

He is indeed speaking of Sebilis, however the spells he wants are also found elsewhere. All are L50+ NPC Drop only spells. There are QNPCs of this type for most classes for the Kunark Drop only spells (the Druid QNPC is in FV). If you exchange one of the listed spells, you will get a random other spell which is also drop only but is likely more rair than the ones listed.

Im not sure why this NPC is labelled non-quest.There is obviously a quest with this character. I was thinking that the scrolls may be below in the secret ebtrance underneath the merchants selling necro spells

Then venture far from here to the darkest depths of our once great empire and seek the minions that inhabit the ruins. The arcane powers will come in the form of [scrolls].

Izarad Fristan says 'Besides all the ones you will find, there are some that are only in my possession. To show that you have been successful on your journey, return one of splurt, defoliation, convergence, or thrall of bones. You then will be rewarded with one of my scrolls.
