he does not always drop the ancient captains decree. I have been running this mission 2 times a day for the past several days ( 9 missions in all up to now) and I just got him to spawn finally. and he didn't drop it. he did drop crippling counterbias rank 2 ... but as that is not what I want I just sold it off.

He also has a nasty knockback. Makes boxing this guy really tough.
