Just did this quest with my 74 Bst. The innate sneak that Vah Shir get works for this. Sneak then con him to make sure that sneak is working. if you are still KOS as last poster said unclick sneak and redo. Rinse repeat until indifferent. sneak up behind him and turn in. Presto medallion piece.
I did the burnished wooden stave turn-in this morning. I conned him from the shore and he was ready-to-attack. I tried sneak, but still kos. I had purchased some iksar potion before coming and tried that. He was indifferent. I turned in the staff and got the medallion piece. So the essence of iksar potion does work.
I tried this quest to get one of 2 parts needed to finish the VP quest tried the iksar potion and i was still KoS did harmony and hailed him follwed the text and the sucker gave the stave back to me while the mob was harmoned and i was in iksar illuson he was not perma rooted like i had read either he ran up to me and started swacking me , anyone have a suggestion , was it due to a patch or something ?
I've used this guy for unlimited target practice, he never chased me. But I'm on the Mac server, it might have gotten nerfed for the rest of the eq community.
Illusion potions don't work. He does NOT see invis. If you con him while invis and he is anything but indifferent, it's because someone charmed him and buffed him with see invis to be mean. Just dispell him and zone or kill him and wait an hour or so and he repops. I couldn't find a bard or enchanter to help, so I got a druid to group with me. I (65 cleric) pacified him and got close. Handed the item to him, but didn't hit give. Druid invised me, then I hit give. He gave me the piece.
Being KoS to it, and following advice went to get charmed. However, a lack of enchanters available a friend offered up to experiment with his bard.
The bard is 58, he plays the lvl 39 song "Solon's Bewitching Bravura" and Ssolet leaves the island and comes stand by the bard.
con was indifferent, and when hailed he responded with quest like phrases. I turned in the Burnished Wooden Stave and received the top piece for the Medallion of the Obulus.
So... you don't need chanter or faction, if a friendly bard is around. :)

killed him today did 13003 dmg to him and he went down...droped nuthin...faction hits were cabilis residents and legion of cabilis both went down. is perma rooted until about 15%hp or so then he runs onto the mainland. does NOT summon
I took my L21 Human Bard up to him a few hours after the September 23, 2004 patch, to practise my throwing skills (as I had done with my L59 necromancer just a week or two before), and Ssolet came running immediately and killed her.
So either they nerfed the perma-root in that patch, or it's level-based, or he only gets perma-rooted after something special happens to him (quest?).
After doing the faction work to be able to comeplete the iksar cudgel quests, I was threatining to this guy. An iksar illusion potion brought me to amiable, and the quest worked.
I do not recommend doing the faction way however, you're better off getting him charmed.
His Faction is based on Race. I'm Ally with Iksar guards, but he was scowling to me(Agnostic Erudite). So I brought a chanter over to charm, but I asked her to try Iksar Illusion on me and it worked. Brought me to Indiff, and he accepted the staff.
His faction has nothing to do with race, he is not on Legion of Cabilis, which is the trooper faction and the easiest faction to max. This faction is what I assume you are judging your faction by. Iksar illusion will also raise it high enough for stave turn in.
I am an ogre and he is threatening to me, so I assume he is on swifttails or one of the other Cabilis factions I have not finished doing yet.
Ogres start as kos to all cabilis factions till you work them.
There are only 3 Iksar melee classes, warrior, SK, and monk. Since he can't be on warrior faction and he appears to be wearing chain armor, I would assume he is on Iksar SK faction which is also known as Greenmist (I think =P)

I killed him, solo.. 60 mage. Was cake. Drop = nothing. Hes not perma rooted as he ran once at 20% life, but did not come running at me while i chain cast nukes. Hit for 137 on pet. loc = 4000,0
I just killed him, was impossible by myself not because he has lots of HP just because he regens super fast. I did it with the help of a 55 necro though. I threw my shaman DoTs on him, and used my bracer to nuke while our pets kept his regen down... took about 7 minutes of fighting. He didnt even drop a cp.
He's a typical quest NPC, is a serious undercon, has way more hp than he should at his level, and drops little to nothing, hehe. Like Dugroz or Emperor Danak. Not unkillable, but not worth the effort of killing. No loot and there's dar easier ways to get the xp you get for killing him.
In short just leave him alone unless you're giving him the stave for the VP key.
Well this doesn't have anything to do with SSolet but the are many mobs in the old world that have over 33k hps. For instance, a water resource in The Warrens conned green to everyone who was attacking it but tookd almost 12 WHOLE hours to kill it. Lvl 43 was the lowest player attacking it.
Well, no, they don't. For one, the river source in The Warrens...While The Warrens might be *connected* to an Old World zone, it is *technically* New World, as it came out post-expansion. I guarantee you, absolutely NOTHING in the Old World has over 32k hit points. It was the absolute maximum.
I just killed him. I chain casted pets like a fiend on him and Velk booted him to death. Its not that he has alot of HP..its the fact that he regens like a mad man. My Velks boots are an 18 second cast and if I just sat there and did those on him he would always! regen the 600 HP from the nuke back in the 18 seconds it took me to cast it again. He is rooted and won't come after you...but I had to use pets to make counter his regen.
