PH's are found in the area west of Froststone (can do a CTRL+F / Find on Ysylfar to get to the area)

Casts "Retribution" every time he is hit with a detrimental spell (this includes spell-based procs, but not weapon procs). "Fright" is cast on random targets.
Roamer has the highest odds of spawning from what I saw. Also, probably the rare of the zone. Thought the velium crawlers but soon as I moved and cleared the south tunnel: she appeared. This one, by far, your rare one. Pain in the ace to spawn.

Tried this mob recently to add to my hunter achievement and my box group got shredded. I went in thinking it wouldn't be too difficult. 106 shm, 107 druid, 107 monk with T5J healer, tank, melee dps. The ae tore through my group like nothing. I didn't even cast anything with druid or shaman. Obviously should have followed the posted advice. EDIT: Tried a second time. Didn't use anything that would proc from the mercenaries. Clicked off dmg shield buffs as well just in case. Let them do most of the work. It went much smoother. It ended up dropping Crushing Aegis of Dawn.
This was the last named I needed for this Hunter achievement as well. Not as much due to rarity as to the fact that the mob is kind of out of the way so I just left it for last. I had better experience than some of the others posting here... took me 9 clears to get the named to pop. I'm glad to be done with this zone since it being non-bindable, and a bit of a PITA to get around in, makes it a bit of a commitment to kill all the hunter nameds. You can't just gate in and check track for spawns. I will say MOST of the nameds were easy to get to spawn... requiring between 1 and 4 clears. Even the Queen, which I assumed would be rather rare, popped after 2 clears. THIS one was indeed the hardest in those terms, requiring 9 clears of its 3 placeholders.
Glad to see the end of this zone, the white background gets tiresome. Of course, now I'm moving into Eastern Wastes for the Hunter achievement, even more white everywhere...
I recently worked the Hunter Achievement in this zone. At most for all the spawns except this one I killed maybe 10 PHs before a rare spawn. Fear Tainted Tentacle took at least 60 PH kills before I got a spawn. At least 10 hours killing everything in that area. The dead end corridor as mentioned in a previous post is the correct spawn area. The roamer was finally the one who spawned him for me. He's easy with melee only. I 3 box so I dropped my merc damage caster in favor of an extra cleric. Let my merc Warrior tank and sent in two pets plus my ranger at range. Weapon procs from the pet weapons didn't trigger his Retribution AE. Spell based weapon procs might. I did not test those.
Cleared the whole list of named mobs for hunter and got down to this guy last. I lost count, but estimate 16-20 spawn cycles to get him to pop. 2 days of clearing off and on.
The room that looks like a valley with the long narrow river in the bottom is where you want to be... but not the mobs you see from that room. At the east end of that room, up on a ledge is a single hallway that leads back and up to a dead end. The PH's spawn in 3 locations in this hallway. One tormenter as you enter (where mine spawned finally), a roamer that goes from the ledge back to the back of the hallway, and one at the very back of the hallway. The rest are trash mobs, and one of the black fear named ghosts.
When we duoed this mob (100 tank/ 100 ranger both with healer mercs), his Retribution MAX hit on me (100 ranger 13.3k aa @ 9.7kac) was only 9200 (vs. the avg 14k), but it landed every 2 seconds and was damn near impossible to kill meleeing, as it seems to recast with not only my DS hitting him ( I didn't cast a spell once against him during fight) but I suspect it has a chance to be cast even from wep procs (which was the only other dmg type hitting it). A single tank meleeing/ others ranging at a safe distance is recommended against this PITA. Bring a good healer b/c a single merc cleric wont cut the mustard.
I found out the hard way that procs from my shaman's Talisman of the Snow Leopard also count towards triggering Retribution. It was not a pretty sight to say the least.
I'd recommend clearing the tunnel leading to him at least half way back, plus the roamer. More is better. The 14K AE has a short range. Only the tank should be on the mob.
