Ok went to camp this named and his bridge PH wasn't there. However - after tracking down and killing the "a Ry`Gorr excavator" elsewhere in the zone, he then repopped on the bridge.

Read a little closer. That's for the version in regular Crystal Caverns in classic Velious, not CC:Fragment of Fear.
Whereas the map that someone has posted on here is useful, the easy way to explain his spawn point is fall to the bottom of the pit by the zone in (with levitate). He spawns on the first ice bridge off of the bottom
