Dropped Fear touched Tunic and Mad Giant's Cloak.
Pretty poorly geared bard/ranger/mage with 2 clerics and 1 caster merc all lvl 100 burned him while WS ran. Died before it ran out (ie less HP than typical named for the zone) and only cast his self buff + the AE 1 time. He was Dblue to us at 100.

Took me a bit of time to figure this guy out.
Burn him. Full burn. Use all you have.
If he starts casting his AoE you will be in trouble pretty soon.
Spawn location is correct.
