In LoIO they are located around the Succor spot.
These can be found wandering just outside of Cabalist West. Just kill everything in sight. (Except the guards hehe)
The canine is for monk shackle quest as well.

Heya, i've been in LOIO looking for one of these cubs for hours and haven't seen one yet, are they a rare spawn? they only spawn at a certain time? please help me out.

The tooth is also part of a necro quest, it gets you a random low level spell

You also need a Canine for the Curscale Buckler quest
The Curscale Buckler quest needs a kitten canine, not a cub canine.
The monk and necro quests take the cub canines.

Occasionally they drop Ruined Pelts ot a Cub Canine tooth, the tooth is for a monk quest.
In addition to ruined pelts and cub canines, the cubs also drop MQ and HQ cat pelts (used for tailoring).
