Is it just me or do these guys look more like little sarnaks than goblins?

About two thirds of these conned blue to a lvl 18. I'd guess they're something like 13-15. They're basically the same thing as battlemasters but a bit lower level and yes they also drop no loot whatsoever except sometimes a few silver and maybe once in twenty times a gem.
Strange that you're seeing no loot on the skirmishers: my Iksar characters have been hunting goblins in Lake of Ill Omen for over a week (to build their Firiona Vie faction), and I've seen much better cash loot on the skirmishers than on the battlemasters.
For me, the skirmishers drop gold coin fairly often: the maximum seems to be four gold and some change. I get four gold often enough to make the skirmishers moderately profitable to hunt for my mid-teens Iksars.
I agree with you that they're not all level 12; some /con higher level than others, but I haven't paid enough attention to know the exact level range.

basically, you've got battlemasters and skirmishers sharing the same relative areas and only being a couple levels apart... so are often hunted simultaneously...
one of the two drops normally, the other is **** poor... i.e, in living off these creatures from 12-18 or so via 3 different characters, the one that didn't drop (and i am pretty sure its the skirmishers) never once dropped anything
