I had read the 8 hours so was planning to camp out later at the spot after getting first one. However, I left the character there while I was doing other stuff and the mob popped after only 50 minutes.
He was sitting right smack-dab in front of the entrance to Veksar. Dont know if he roams or not, but if you are looking for him and if hes up, he'll be guarding that entrance with his life. I just got into one of the little corners right before you zone into Veksar and killed him , the 2 outside added in about halfway through for whatever reason, but I just finished killing and zoned. Easy for 55 nec
From arriving at the camp spot, approx 6 3/4 hours pass until this mob spawn and I get my quest piece today.
From the previous posts I'd thought he spawns between the lizard statue legs. That is kind of correct. He actually spawned for me towards the back wall in the tunnel where you can split left or right to head into Veksar.
I was stood outside, so I could see the two regular bloodgill goblins clearly, and look into the tunnel. Whilst they were easy to see in "full blue", the Marauder was quite faint owing to how far I was away from it.
If you can handle the pop aggro immediate, I'd recommend wait inside the tunnel.
Only other thing to say is,this camp is dull as nothing to do but wait - deal with players passing by and so on.

I just wanted to add some info to this guys spawn time. It is definitely 8 hrs at the MINIMUM. I sat at the spawn spot with a group that was already there waiting (who had been there for 6 hours). It was a druid and some friends just keeping her company. I decided to just hang out and see it die and then start my timer to get the next kill. Well, I sat and waited for 8 hrs and it had not popped. At the time I'm posting this message it's been an extra 10 minutes on top of the 8 hours.
So, in case you are camping this and wait for the full 8 hours like I did and it still didn't pop, maybe just wait a little longer. I'm hoping I'll catch him before I die from boredom!

here is the quickest way to get him. Go to LoIO the night before a patch. Camp out by the lake, or better yet underwater by the enterance to Veskar. The next day when the servers spawn he will be up. Took me 2 nukes to kill him.
Ok, after having to camp this guy for the second time I thought I would share some info.
First off, although it's made 'reasonably' clear in some of the posts below, I want to make it precisly clear exactly where he spawns. The entrance to Veksar (under the lake in the Lake of Ill Omen) is a large Iksar statue (you swim between his legs to zone in). It is between the statue's legs that the Marauder will spawn - NOT the 2 goblins that guard either side of statue.
You can in fact (provided you have reasonable vison) sit just outside of the statue, just out of agro range of the goblins that guard either side of it and see if he has popped or not. Provided no-one trains (if you have feign death use it) you you will not get agro from any wandering mobs at this point - just make sure you come back and check every 10 mins or so to see if he is up and you should be fine.
As for spawn times, well both times I came to this camp he was not up, so I dont know how long it was in total for him to spawn. The first time I was there it was a 4 hour wait (I presumed the 2 guards either side of the statue were PH's for him, until he popped in the middle of the statue ). The second time I just sat just outside of the statue as explained above and waited for him to pop - 6 hours this time. Alot of people have said he is on an 8 hour spawn timer and have no reason to believe this isnt correct.
Both times only the Marauder spawned, so I also have no reason to believe that anything else spawns there - if something else does, at least you know you can come back in 8 hours (come back at 6 if you want to be safe as I can assure you he will NOT pop any quicker than this) time and a new spawn should be there.
He's an easy mob to deal with, any 50+ player shouldn't have too much trouble dealing with him.
Anywayz, although it can be a little time consuming - its a whole lot easier to just sit there and wait than have to clear mob after mob (damn pained soul )
100% agreement on the spawn spot. I'm not sure why there is disagreement on where he spawns, unless people running into him have done so after he was trained by someone or had chased down and finished someone off.
I completely lucked out on the Marauder, as he was just sitting there when I decided to take a quick trip to Veksar to gather weapons for a quest. However, based on the experience of several people in my guild, it seems that it is indeed an 8 hour timer.
It's can actually be harder to grab the Marauder now than it used to be, with Veksar opening. On several occasions, groups coming into or leaving Veksar have killed the Marauder without realizing what quest its for.
does he have a ph? got a deepwater baracuda at his spawnpoint today in the middle of the tunnel to veksar. would be a pain in the a.. if he got ph´s too on a 8hour spawn =(
Ever since Veksar has been opened, a lot of people have been passing through the area where the bloodgill marauder spawns, and most likely killing him if he was up. Thus, if you want the medallion piece, you're now going to have to camp him; no more just passing by and finding him up, even though I'm not sure this was the case anyway.
Post patch figured I would get hijm first - missed him to a real early riser. Now 5 hours later no frigging gobby. For the first 3 hours I cleared the lake for fun now just the two in front of the door. Did I say ugh?
At least I got teh pained soul in 3 pops and the FV skel just running through, still this is as boring as anything ever. Swim swim swim...
In the entrance on the west most side of the underwater building. 4 BGs spawn near him, fyi. 2 of these 4 can be single pulled, the other 2 will get aggros from the BGM and the other BG that was near it. The BGM has a long spawn time, the BGs around him spawn every 12 to 13 minutes.
He spawns in the doorway itself on the western side of the temple. The two aggroing bloodgills (BG's) mentioned above guard the doorway either side. Be careful to check whether he is there when pulling these, as unlike other BG's he isn't bright blue, and is nearly invisible in the shadows under water.
The spawn time is not high - I have been hunting the over-conned BG's solo for 4 golds bubs so far of lvl 50 (great XP btw) and he spawns once or twice in a 2-hour session, causing me to either harmony him or deal with him.
He is an over-con like most BG's - though as a ranger I have to root and shoot to knock 25% of his HP's off him before I can afford to melee as he hits for 99 a little too often. He tries to run and gets snarelocked surprising early in the fight for a critter that is hitting so hard.
You must be on crack. No way you got him twice in 2 hours. He is at least a 4 hour spawn. I camped him that long with my cleric tonight and he wasnt up when I started. Several of my guildies said this is about an 8 hour spawn. At least I only had to do half that )
He does spawn inside the doorway back a bit. Easily soloed by lvl 60 cleric with lvl 60 hammer of souls and pet. Guesstimate around 3 or 4 k hp's. Forgot to con him, but gave xp whereas the guards around area didnt give xp.
Me (48 PAL) and buddy (49 WAR) hunted these guys last night on The Nameless. We were there 7 hours and the marauder spawned 3 times while we were there.

Killed him today, 49th ranger and 40th wiz, roughly estimate him to be 3500hp based on the damage we did together to this mob. He did drop the piece of the medallion (apparently part of VP key quest). However he did not respawn for the 4-5 hours we were there afterward. Hit me for a max of 97, very fast hitter.
Incidentally, I did get a Harpoon of the Depths off a regular Bloodgill Gobo after about 4-5 spawn cycles.
