The Brewall map is a tad misleading since it appears this named spawns on the second floor, where two cook placeholders may be found. You need to go up the side ramps to get to the right room, which is about 998. 837, 37.
He hits pretty hard for a cook! Or maybe it's the TOMATO TOSS proc I'm noticing.
