Blinding Radiance doesn't appear to be completely correct even in Lucy. I was hitting MYSELF for 57k on every toon (3 boxing). Basically took it down when the merc tank didn't get two targets of the DD within a 4 second period. Only took 5 tries for that bit of randomness to pay off.
