This mob is undead as verified by undead crits. It has several emotes during the fight and starts hitting harder. Emotes during fight: "Husk of Starvation grows angrier as it is consumed by hunger". Popped armor of valor and killed it just as the disk wore off.
With CA AA ability at 43 and CS at 42 max hit I saw was 12838 with a 6900 ac.
Spawned at +961, -976, -271 across from where Keramar the Naeya spawns next to an Argathian traitor/defector.

You can also put a stack of the food on your cursor, and it'll eat them one or two at a time. Might help if having trouble keeping up. Also, when I did it, it didn't show the stack going down, initially, but when put the stack in bag, the reduced number was in the bag.

I've fought him a few times now and the food on the cursor really does help. Pointing out here that I've observed no difference in how fast he eats it based on the type of food. In other words, a "snack" seems to be just as effective as a miraculous meal in satisfying his hunger.

Average hit on my 92 tank merc was 7.7k. Easily healed by a 95 tank merc with some shaman spot healing. I'm not sure if the shaman was even necessary except for slows.

This mob emotes "Husk of Starvation grows angrier as it's consumed with hunger." and seems to hit extremely hard/fast after that, unless the player it is attacking has a food item on the cursor, in which case it emotes "Husk of Starvation grows calmer as it eats the food from your hand." and hits normally.
Also drops on my kill were: Rustic Armwraps of Argath, Jagged Bone of the Husk, Minor Alaran Cantrip

ph can be either "a hungry thief" or "a greedy looter" in the northeast most building in arms area.
