Tried killing this ph for 30 spawns almost and still zip, and killed nearest other wind mob. nothing....
Can spawn (from a wind archer for myself) at loc : neg 223 neg 1333 neg 271. It seems there is another spawn point at loc : neg 448 neg 1485 neg 271.

Popped from a Wind Tamer at the far southern point, stationary mob.
mine spawned from the roaming wind tamer/archer model in that aea.
