A tracker is very useful but if you don't have access to one just camp near /loc -680 -2380. Both PHs or Vermillion will path right by that spot.

It's a red snake...spawns over by Innothule Swamp zone line. Look for "a deadly viper" as the PH. There's only two in zone and they're in that corner. Good luck.
