Except Nerissa wanders around in North Qeynos, she's not always at the pub. You can still find Flynn using the /waypoint command with his location.

upon killing him:

He seems to be about 7 min to respawn. I didn't read down far enough in the "Taxes" write-up to realize I couldn't loot the tax money from him. :(
When you follow the quest properly and tell him, "I am a gnoll loving weakling who isn't fit to comb my feet," (thankfully I could use Collaboration on him!), "Your faction standing with Circle of Unseen Hands has been adjusted by -1." And the taxes are done. Oh the things I do for satchels...

This guy is either on Bloodsaber or Circle of Unseen hands faction, both of which in my case are pretty bad due to the number of good quests I've done (I suspect Bloodsabers though).
At lvl 21 he conned blue and threatening and attacked me when I got too close (wood elf bard) at which point Moodoro, his Erudite chum jumped in to. I didn't want a scene so I ran to QHills zone. He didn't seem to be following me so I stopped and looked to see if he was coming.
Bad idea, he'd picked up a guard and I died in about 2 seconds flat.

He's Circle. You do a bunch of Circle quests and his faction goes up with theirs.

AAGH! The exact same thing happened to me earlier today, even though Moodoro didn't join in...but some leutenant attacked me when I ran and did about 750 points of damage...>_<
